Nowadays, competition among countries is really competition of talents. Nurture of talents depends on education. The majority of China’s population are farmers. So improving the quality of rural population is the key to China’s development. Rural vocational education is primarily responsible for improving rural population and surplus labor transfer. The development and functioning of rural vocational education has direct impact on the historical process of the construction of well-off Society.The major objectives of rural vocational education are nurture of various rural professionals and the extension of agricultural science and technology. It is not only significant for the transfer of rural labor and increase of farmers’ income but also important in the process of industrialization, urbanization and modernization of rural areas. It is a major way to improve farmers’ scientific and cultural knowledge and nurture present-day farmers with scientific spirit and advanced techniques of production. Since the initiation of reform and opening-up, China’s rural vocational education has developed quite fast. But many problems still exist.In order to develop rural vocational education, studies on rural vocational education need be strengthened. But now academic circle has not paid much attention to the studies of rural vocational education. Monographs and theses on rural vocational education are rather few. The thesis try to combine theoretical studies, empirical studies and studies of foreign experiences. Through studying rural vocational education experiences since1949and lessons drawn from foreign countries, the thesis concludes experiences and lessons of development and discover some noticeable issues and explore the solutions to the problems so that China’s rural vocational education reform and development can benefit from them.The thesis expounds the objectives, significance and methodology of the thesis. The main body of the thesis is divided into three parts. The first part deals with various development stages of rural vocational education from the perspective of historical evolution. The second part deals with factors that have impact on rural vocational education, such as government, law, grant, faculty, curriculum and guarantee systems. The third part proposes some strategies, expounding from seven perspectives:Increase governmental and social attention to rural vocational education and increase support for it through legislation; transformation of mentality; reset orientation, improve educational pattern and mechanism, increase financial infusion and strengthen base construction; establish and perfect rural educational system and implement innovation in rural education; nurture quality faculties; Strengthen rural school construction; promote beneficial interaction between rural and urban education. Focusing on rural vocational education in Yancheng, Jiangsu, the thesis analyses and studies the status quo of the rural vocation education of Yancheng, and gives strategies and suggestions.
