The first to solve is to achieve the balanced development of compulsory education in the county. In view of this, this paper will be the starting point of the county as a starting point for the development of urban and rural compulsory education balanced approach to explore.Hebei province is a large province of population and education, but also a major agricultural province. Q County as a typical agricultural county in Hebei, a small area, small population, is a provincial financial difficulties. In recent years, Q county to achieve the balanced development of compulsory education, increasing financial investment, compulsory education has been greatly improved, but there are still many problems in the implementation of fiscal policy. In this paper, through the empirical method of the Theil index analysis of the 2008- 2014 Q county to promote the effect of the implementation of the urban and rural compulsory education balanced development of fiscal policy. Through the analysis, Q County in the balanced development of compulsory education in urban and rural areas still exist urban-rural differences in school conditions larger, urban primary and middle school class amount is too large, uneven uneven allocation of teacher resources, urban and rural students quantity and quality, school space school structure unreasonable wait for a problem. Pointed out that the effect of Q County compulsory education finance policy effect are the main factors include: the restriction of compulsory education funds investment insufficiency, the rapid development of urbanization, urban and rural teachers policy is not perfect, the traditional education thought, "the Combing School Police". In this paper to ensure compulsory education funds input, strengthen the standardization construction of compulsory education schools, optimize the allocation of teacher resources, rational planning and adjust the school layout, strengthen the construction and management of the rural boarding school, city elementary and middle school class frontal specification, to fiscal policy recommendations to promote the Q County compulsory education balanced development.
