With the advancement of quality education and the development of new curriculum reform on based education, especially the implementing on course management policy in three levels of state, local and school. We emphasize endowing certain class autonomy to schools, encouraging local and school to develop course independently. Currently many schools in Fuzhou city have worked at the development of school-based curriculum, and have achieved remarkable results. But for a variety of reasons the work had some problems in the progress. The effect of school-based curriculum development is not good.The thesis is further into investigation and practice which is based on theory. It investigates on the development of history school-based curriculum in high school of Fuzhou city with the methods such as questionnaire survey, comprehensive observation, interview, and the literature research. Then it analyses the existed problems and finds countermeasures.We found that the development of history school-based curriculum in Fuzhou city high school achieved remarkable results through study and the investigation. But it still has such problems as the middle school teacher’s insufficient of curriculum awareness and development ability. Besides, the evaluation mechanism of school-based curriculum has not been set up perfectly, which is difficult to reflect the characteristics of a school and can’t meet students real needs. The development situation of school-based courses is not balanced in different schools. The school leaders and social support are inadequate.To solve these problems by full cause analysis, I put forward the following countermeasures and Suggestions. We should go out of the erroneous zone in development of history school-based curriculum, strengthen the training in ability of high school history teacher on the development of school-based curriculum. We should make sure the quality on the development of history school-based curriculum, strengthen the cooperation development of school-based curriculum and pay attention to the school culture construction.
