In recent years,due to the high attention and strong support of the state,the number of scientific and technological outcomes in China has been constantly increasing,and the number of patent applications has become the first in the world.But in the specific industrialization process appeared the transformation difficult specific problem,although the institutions of higher learning produce a considerable number of scientific research outcomes every year,but most will be shelved.The scientific research work in colleges and universities should be oriented to the market and the economy.At present,the transformation of scientific and technological outcomes is seriously out of step with the market,and the supply and demand are not free.There are many deficiencies,mainly including: insufficient capital investment in the pilot stage,shortage of professional transformation talents and scientific and technological service talents,insufficient integration of scientific research with the market in institutions of higher learning,and unsound development of scientific and technological intermediaries.The existence of the above problems makes colleges and universities unable to fulfill their responsibilities as a member of the society to "serve the society and promote the economic development".Therefore,how to improve the transformation capacity of scientific and technological outcomes of universities and make due contributions to the economic development is an urgent problem to be solved in the current research.In 2015,to further promote the transformation of scientific and technological outcomes into productivity,to promote the conversion of scientific and technological outcomes,has carried on the further modification,transformation of scientific and technological outcomes of related research is linear stable growth since 2010,through the analysis of the results of previous scholars research,found that most scholars only from a single subject,the research on the problem of transformation of scientific and technological outcomes,not the transformation of scientific and technological outcomes with economic development,for related research.Based on the above analysis: In this paper,from the ability to promote transformation of scientific and technological outcomes to promote regional economic development level of reality,university of science and technology outcome transformation ability can be divided into static and dynamic ability,build a index system of university of science and technology outcome transformation ability,through the factor analysis method to get the static,dynamic,science and technology outcome transformation ability score,will colleges and universities the ability to score as input variables,regional economic development as the output variable,and comprehensive research to select 6 factors affecting variables to build ko sermon glass stochastic frontier production function model,To investigate the contribution of static ability,dynamic ability and transformation capacity of scientific and technological outcomes to regional economic development.Based on theoretical research and empirical research,this paper puts forward countermeasures and Suggestions for improving the efficiency of regional economic development from the perspectives of transformation capacity of scientific and technological outcomes,static ability,dynamic ability and other influencing factors,so as to improve the transformation capacity of scientific and technological outcomes and improve the level of regional economic development.Research of this paper extends the factor analysis and stochastic frontier function transformation of scientific and technological outcomes in universities,and the application of regional economic development,the ability to make up for the transformation of scientific and technological outcomes to the regional economic development on the one hand,the theory and empirical research,through the study of this article,can be real to colleges and universities to find feasible countermeasures for the ability to promote transformation of scientific and technological outcomes,and through the transformation of scientific and technological outcomes in universities ability and good positive effect on regional economic growth and technology into productivity,improve the social service consciousness,for the region's economy contribute an own strength.
