From2001up to now, China’s primary and secondary school-based curriculumdevelopment already achieved some success, but in general, theoretical research is still notmature enough, the practice still exists blindness. The necessity of the research is obvious.In this research several general social investigation methods have been adopted, whichinclude secondary research, questionnaire investigation, field investigation, case analysis,mathematical statistics. Based on the theory of school-based curriculum development, andanalysis of the status of school-based curriculum development as well as typical cases in thePearl River Delta area, several important results can be concluded in this research as thebellows:Academic based curriculum developed by the definition of the concept is not yet reacheda consensus, and people based curriculum development is also deviation, I believes that onlyby meet to these two basic conditions of the ‘school-based’ and ‘process’can be calledschool-based curriculum development.The philosophy of school-based curriculum development is mainly reflected in: to meetthe sports learning needs of students, to promote the health of students; prominent features ofthe school; clear subject, and collaboration. In addition, during the development processshould follow several principle: targeted principle, integrity of principle, the principle of scientific interest in principle, the principle of distinctiveness.There are more or less part of the primary and secondary schools of the Pearl River Deltaregion carried out school-based curriculum development, more in Junior and primary schoolsbut less high school; part of the PE teachers have a basic knowledge of the curriculum reformand school-based curriculum development; most of the PE teachers recognize the importanceof school-based curriculum development, and willing to participate in the activities ofschool-based curriculum development, but they lack of confidence in it. This have certainrelationship with few related training activities and the Single training methods for PEteachers.The majority of schools to select the physical education curriculum teaching content is notenough scientific basis; some schools to adopt teaching evaluation embodies the spirit andrequirements of the new curriculum standards, for most of the school based curriculumdevelopment, do not have to develop a scientific reasonable, and easy to operate basedcurriculum evaluation system.This research selected five typical cases for analysis. Although several school-basedcurriculum development also needs to improve and perfect, but their experience and boldinnovative approach is worth learning and promotion.The domain existed problems during the procedure of school-based curriculumdevelopment at present in the Pearl River Delta region can be concluded as the followings:top-down mindset; not pay enough attention; fuzzy concept, recognize bias, lack ofdevelopment capacity; the conflict of sports needs and further studies need; Lack of culturalheritage and so on. To reflect on these issues and find ways to solve these problems, it will beconducive to development and implementation of school-based curriculum development inour province.
