Research On The Optimization Of Running Mode Of Independent Colleges In The Pearl River Delta Region

Independent college stemed from Jiangsu and Zhejiang area in the 1990 s, originally called state-owned private secondary school. This new school-running mode has been growing along with the development of society and economy in China. In order to regulate the new school-running mode,China in 2003 introduced several opinions on the specification and strengthen the ordinary university in piloting management of the independent college through new mechanism and model. In the opinions called secondary school above as the independent college. Independent college has achieved more significant results after ten-years-development, becoming the indispensable important component of higher education system. As the bellwether of economic development in China, the pearl river delta region currently has 15 independent college, which undertake about a third of the undergraduate course teaching task. However, high speed development also brings many problems. For example, how to fully import and use social resources in scientific way, how to establish scientific and rational control system, etc. It is significant to solve these problems for improving the core competitiveness of the independent college in the pearl river delta in the future development and competition of higher education.This article selects independent colleges in the pearl river delta region as the research object, focusing on its school-running mode. Firstly, we state the concept and theoretical basis. Then we analyze and take example by the independent college of other domestic area and the experience of private universitie in some developed countries. Also we use the case analysis method to anlyze two different school-running modes of independent collegethe in the pearl river delta region. In addition, we analyze existing problems, combining with the region's social and economic development and the present situation of higher education. At last, we give some suggestions for the further optimization.Through in-depth research, this paper argues that the existing school model of independent college in the pearl river delta region can be further optimized from four aspects: Firstly, set up scientific operational architecture of the board of directors. Secondly, converse the school-running mode of independent college education to nonprofit mode. Thirdly, clear the property of independent college school. Fourthly, Adhere to market orientation and optimize the transfer system. Optimization of school-running mode is beneficial to improve the core competitiveness of running independent college, which can better serve the regional economic and social development.
