With the high speed development of mobile and computer technology, a new learningmethods named M-Learning appears and it will become one new trend to learn. As a newform of distance education, M-Learning is the production by combining education andmodern information technology. With the development and practicality of wirelesscommunication technology, the application of M-Learning has become more and morewidespread in recent years. However, this could lead to the M-Learning resource issues aboutsharing and quality of information resources. We cannot expect to have good learning withoutthe finest study resources. Even we have perfect handheld devices and high-speed wirelessnetworks. Before designing the M-Learning content, if we have deep understanding to thecertain requirements, the quality of M-Learning resource does could be increased and thewaste of repetitive exploitation could be avoided. Then the research on the criteria fordesigning and evaluating M-Learning contents is imperative under the situation.This thesis emphasized the establishment of assessment criteria about designingM-Learning contents and the application of a comprehensive evaluation for evaluatingM-Learning contents. Through a lot of collation, comparison and analysis of foreign anddomestic relative literatures, this thesis established an overall, systematical evaluation indexsystem for M-Learning contents from the developmental assessment standpoint and made theindicator more concrete and regular. After that, according to the established assessment indexsystem, the thesis demonstrated the use of this standard and the evaluation method which ispresented in the paper by evaluating two mobile English words learning software. The thesispresented a train of thought to studies on standardization of M-Learning and had a certain ofpractical significance to the improvement: the developers and designers of M-Learningresources can work out products which could be orderly an high quality in accordance withthe standards; According to the criteria, the educational institution and learners can evaluatethe learning products and choose the suitable products for themselves.
