The21stcentury is the century that dominated by knowledge-based economy and relieson the power of innovation to achieve decisive victory.The fundamental characteristic of knowledge-based economy is the innovation andaccumulation of knowledge; colleges and universities are the significant origins of scientificand technological resources.As the cradle for training high-tech talents, higher education provides a large number ofhigh-tech talents for society every year and supplies endless intellectual supports for China’sknowledge creation and technological innovation. The quality of the Dr. cultivation not onlyrepresents a country’s level of higher education, it has an extremely important theoretical andpractical significance for enhancing China’s international competitiveness, constructing aninnovative country and providing a solid back-up power for socialist construction.This paper combines the current situation of China’s society, politics, economy, cultureand the development of education, focused on the evaluation of Dr.cultivation quality underthe strategic background of implementing science education to prosper our country, trainingtalents to strengthen our country and sustainable development. On the basis of sorting out andanalyzing the basic theories and research results associated with this paper, according toChina’s present situation of doctoral education quality, the DEA method has been taken toevaluate and analyze the quality of doctoral education. It aims to promote the long-termdevelopment of higher education, identify the weak links of China’s doctoral training qualityand put forward the corresponding countermeasures. It lays a solid foundation for establishingand improving the assurance mechanism of our country’s doctoral training quality.According to the National “12thFive-Year” Education Development Requirements in thenew era, this paper based on the forefront of theories, took the understanding of our country’sstatus of doctoral training quality as the entry point, established a relatively completeframework of doctoral training quality system, defined the research object of thispaper—doctoral education quality.Subsequently, this paper introduced the data envelopment analysis (DEA) method,combines with the evaluation indicators of doctoral education quality, using the only output multi-objective DEA model, deeply analyzed the situation of our country’s doctoraleducation quality in the quality and efficiency aspect in2009and summed up the problemsthat existed in our country’s doctoral training processes at present.Finally, according to the problems has been found during the empirical researchprocesses, this paper proposed suggestions for further improving the quality of doctoraleducation in China in four aspects; which are improve the strategic environment of doctoraltraining quality, reform and improve the doctoral tutorial system, reform the doctoral traininglinks and establish and improve the assessment and quality assurance system for doctoraleducation quality.
