The quality of teacher training is the core of teacher training, improve the quality of teacher training is the eternal theme of teachers’ continuing education. Teacher training is a measure of the quality of teachers ’continuing education in a region an important indicator of the level, and with the development of teachers’ professional development requirements for teachers ’continuing education, teacher training as one of the important ways of teachers’ continuing education, quality of the training to become the public’s attention focus. Development of Rural School Physical Education Teacher development is inseparable from sport, the quality of research and training of rural primary school PE teachers to solve major problems of promoting teachers’ professional development, further promote the development of sports in primary school has very important significance. Based on its "Strengthening of teachers, focus on improving the quality of rural teachers’ demands the party’s 18 work session and the implementation of" Long-term Education Reform and Development Plan(2010-2020) "spirit of the document, in order to further strengthen teacher training. Ministry of Education,Ministry of Finance decided to implement from 2010 onwards organization "National Primary and Secondary Teachers Training"(referred to as "training plan"). Well, rural primary school PE teachers in Hunan quality replacement how-job training under the "national training plan"? What problems and shortcomings still exist in the "national training plan" the implementation process? What should guarantee its quality of training, so that the "national training plan" really implement?The present study is an attempt to solve these problems.In this paper, the use of literature, questionnaire, expert interviews, mathematical statistics and other research methods,under "national training plan" background Hunan rural primary school PE teachers training full-time replacement to investigate the quality of training, analysis of rural primary school PE teachers in Hunan replacement Situation quality full-time training, and found major problems from the training situation, the specific performance: training objectives than the macro, and the operability is not strong; the training focus on theoretical knowledge, neglect of practice learning; more traditional forms of training and single; teachers lack of diversification; lack of coordination and related management system guarantee; appraisal form is single, the lack of scientific evaluation system and other systems.To solve these problems, propose appropriate quality assurance strategies: First, to strengthen internal quality assurance.Including: focusing on the training needs of research to improve the relevance and effectiveness of training; carefully set up training courses, innovative training methods; strict selection of training teachers to promote professional teachers; secondly, improve the external quality assurance.Including: strengthening teacher training and meticulous management; improve sports teacher training related to system security; security training in the use of funds; and finally,the integration of internal and external communication and quality assurance. Is the internal quality assurance with the major aspects of external quality assurance for effective integration of communication, form a concerted effort to ensure that "under the national training program" Training of rural primary school PE teachers can work effectively carried out smoothly.
