Enterprises are the recipients of technology transfer,universities and enterprises are the two important sources of enterprise technology transfer,patent licensing is an important way of technology transfer,research on the characteristics of patent licensing of universities and enterprises in China,and the construction of innovative countries and technologies in China It is of great practical significance to strengthen the country,implement the national intellectual property strategy outline,and promote regional innovation and coordinated economic development.The article is based on the invention authorized patents granted by Chinese universities and enterprises from 2008 to 2019,including 11079 invention authorized patents granted by universities and 16,375 invention authorized patents granted by enterprises;using patent metrology,social network analysis,co-occurrence analysis,and semantic-based The algorithm text clustering and other methods first analyze and compare the basic changes in the number of patent licenses,license frequency,cited frequency,legal status,geographical distribution,etc.of Chinese universities and enterprises;then from the technology transfer status of patent licensing technology,core technology The three aspects of the field,the economic field,and the technical theme have thoroughly studied the characteristics of patent licensing in Chinese universities and enterprises.The study found that the patent licensing capabilities of first-class university construction universities,first-class discipline construction universities,and general universities are basically the same;the number of patents granted by universities and enterprises fluctuates annually;and the higher the number of patents licensed by enterprises,the longer the life expectancy.In the case of inter-provincial transfers of patent licenses in universities and enterprises,intra-provincial licensing is the mainstream,indicating the obvious regional nature of patent licensing technology transfer;the inter-provincial patent licensing technology transfer networks of universities and enterprises clearly show the core-edge The network structure of the article;the article divides the performance of each province in the inter-provincial patent licensing technology transfer network into 5 levels according to the size of the intermediary centrality.The provinces with fewer patent licenses in the province are mostly concentrated in the inland areas of the border,indicating that the cross-provincial license of patented technology has a clear positive correlation with the economic development level of the province.In the core technology areas of patent licensing for universities and enterprises,the core technology areas of patent licensing for universities and enterprises are different in the three time periods of 2008-2011,2012-2015 and 2016-2019.The technical field of patent licensing in universities has gradually shifted from C02 F,C04B,C08 K,and C08 L to H04 W and H04 L.The technical field of enterprise patent licensing has gradually shifted from A61 K,A61P,and C08 K to H04 L,H04B,and H04 W fields.The related industries of patents in other fields have developed rapidly in recent years.Correspondingly,the national economic fields of patent licensing of universities and enterprises are basically the same,reflecting the market orientation of patent licensing technology transfer.Finally,based on the conclusions of the article’s research content,relevant policy recommendations are put forward.
