Compulsory education as an important way to improve the national quality, hasincreasingly drawn the attention of the world. Compulsory education is national anduniversal education, should ensure that all citizens share the fruits of educationdevelopment from the legal, institutional and policy. It should adhere to the"balanced development" concept. Whether city or country students, Should receive nodifferent and outstanding compulsory education. But in the education reality, the unevendevelopment of compulsory education is a common phenomenon. It restricts theoverall level of implementation of the compulsory education to a great extent, even impacton social equity. In recent years, the state has promulgated a series of policies andregulations, for the popularization and improvement of compulsory education. Hardwaredifferences of compulsory education schools has become more and more small, people startto pay more attention to teacher balanced allocation.This paper takes Chengyang District of Qingdao city as an example, through thesurvey area compulsory education teacher resources allocation situation, in-depth analysisof the causes and consequence. Combined with the practice of regional education, put forwardto promote compulsory education teacher equalization level measures, provide reasonablesuggestions for the government and the administrative departments of education inpromoting teachers’ balanced. This paper from the three main aspects of the problem, reason,countermeasure, successively expound theory, problem analysis, causeanalysis, countermeasure and suggestion. It is mainly divided into five parts:The first chapter is introduction. This chapter explain the significance of this paper fromthe theory and practice. Through the analysis of research status at home and abroad, putforward the research ideas and methods. The second chapter is an overview ofteacher equilibrium theory. This chapter describes the compulsory education, educationjustice, balanced allocation of teachers and other concepts, illustrates their relationship, lay asolid foundation for the following content. The third chapter is the basic condition of theteachers of compulsory education in Chengyang District of Qingdao city. This chapter fromthe academic structure, age structure, training, excellent teachers and other aspects, comparedto the teachers in urban and rural compulsory education, and analyses the negative effect. Thefourth chapter is the analysis of the non balanced development of compulsory educationteacher. This chapter combines the practice of regional education, from thegovernment responsibility, teacher management system, present situation of teachers, analyzed the cause of unbalanced situation of teachers. The fifth chapter is theeffective measure to balanced compulsory education teacher. This chapter analyzesthe reasons of unbalanced compulsory education teacher, At the same time, puts forward theeffective measures to improve the equilibrium level of the teachers of compulsory education.These five approaches are in accordance with the law to protect citizens’ right toeducation, the government plays a leading role, improve the mechanism of the flow ofteachers, improve teachers’ quality and perfect management mechanism in remote schools.
