The Colleges Turnover House’s Current Management Situation And It’s Improvement Countermeasures

In order to meet the needs of rapid development of China’s cause of higher education, colleges and universities have to recruit new staffs to complement the staff team every year. Most of these new staffs are new graduates of masters and doctorate, and the vast majority from areas outside of the city of the University. Also because they are just graduated and have no savings, and a low base of existing housing fund and housing subsidies, coupled with the rapid market growth in house prices, these young staffs are unable to meet their own housing needs through the commercial house market. Thus, the turnover house plays its function in protecting the housing needs of new young staffs, and become a necessary complement to the housing system in China.After more than10years, turnover house plays a constructive role in maintaining the stability of the college staff team and promoting the development of university teaching and research, while it also encountered a series of problems, such as housing shortage, subletting privately, lent without transfer, etc. Whether these problems can be effectively solved will directly influence the realization of the housing right of the youth staffs. It’s the context of this paper, which includes the following four parts.The pirst part is introduction,which reveals the necessity of theoretical and practical significance of the turnover house in this stage, marshals the research results of the college swing from the domestic academics, and cite the mode of supplying of public housing in developed countries the United States, Britain, Singapore, etc. It aslo makes the subject a little original in the selection of the research perspective and the use of research methods by the integrated use of literature, empirical studies, mathematical statistics and comparative analysis of the topic.In the second part, the paper discusses the theory and the basis of housing management in the turnover house. Firstly, illustrated the meaning and characteristics of the college swing, and compared it with several housing forms for instance, the economically affordable housing, price-limit housing, low-rent housing, and public rental housing and so on, and analyze; then discussed the obligations of the countries have to carried in the process of protecting the housing rights of University Staff from the perspective of the right to housing in; last cited the management basis of turnover house from the aspects of both the laws and policies.The third part illuminated the current situation of the supply, demand and management status of the turnover house according to the specific conditions of the research; and then pointed out the main problems in the supply and management of the turnover house from the five things, such as the housing, rental standard, rental procedures, facilities and state of repair and the use and management; on this basis to further identify the cause of the lent without transfer in turnover house, the improper application of the system, the rising of price of commercial housing is faster than the teachers income, some faculty housing welfare concept in the teaching staffs not yet changed, the entry and exit mechanism in the turnover house is not perfect, and the supporting systems and related laws and regulations are incomplete.The forth part discusses how to perfect the management in the turnover house in three levels. The author believes that only the State to provide appropriate policy support and legal protection; universities carry it to the full, coupled with staff personal shift in attitudes and support for the management of swing, the problem of the housing of the University Staff can be ultimately solved.There are four innovations in this paper. First, the topic is novel. As already noted, turnover house is a novelty, the academic community had not yet started athorough systematic research, so the topics of this paper is a great challenge. Second, the selection of the research perspective is unique. Turning to the housing right research, Professor Wang Hongzhe had dealt with:" the housing right in Chinese world is almost a blank, except occasionally some (strangely not a human rights scholars) said that" the housing right is a human right "or" the right of abode is a human right", but it is difficult to find writings on this proposition and related theoretical issues are discussed." Third, the use of research methods is ingenuity. This article integrated use of the normative study and empirical research, quantitative analysis and qualitative analysis to carry out a questionnaire survey and the structure of interviews, to collect and analyze the related data of management of the turnover house; then do the cause analysis of the problems in the management of turnover house, by use comparative analysis and the literature research methods combined with statistical data and finally concluded to finish the dissertation. Since time, energy and other constraints, this research focus questionnaire survey and group discussion only on some colleges and universities in Wuhan area, so the information collected is limited and its conclusions may not accurately reflect the status of all college swing management. This article only provides a basic reference for the management of the turnover house.
