Study On Internal Governance Structure And Optimization Of Application-oriented Universities In Yunnan Province

Promoting the reform of the internal governance structure of universities is not only an important part of the modernization of the national governing system,but also a powerful impetus for the development of universities management.application-oriented universities as a new force for higher education,its internal governance structure is not only related to whether the internal management institutions of applied undergraduate colleges is scientific or not,but more importantly,it reflects the educational objectives and governance level of application-oriented universities.The key to optimize the internal governance structure of universities is to implement the leadership of the party committees,the school principals,professors' study,democratic management and social participation.Based on the stakeholders and system theory,this study analyzes the internal governance structure of application-oriented universities in Yunnan Province from the above five dimensions,and then puts forward the countermeasures and optimization paths for the reform of internal governance structure in Yunnan Province's transitional universities.The research adopts methods of literature research,text analysis,questionnaire survey and interview.Chapter 1 Introduction.Mainly including the origin of the research,the significance of this study,the definition of related concepts,literature review,research ideas and methods.Chapter 2 Theoretical Study on the Governance Structure of Colleges and Universities.Including the definition of the main concepts,the basic theory of internal governance structure,and combined with the particularity of application-oriented universities to construct the analysis framework of this study.The study suggests that the optimization of the internal governance structure of application-oriented universities is the reform of the internal governance structure and mode according to the guiding principles of party committees of directors,schoolprincipals,professors' studies,democratic management and social participation.The internal governance structure of application-oriented universities is optimized under the guidance of system theory and stakeholder theory.Chapter 3 Empirical Study on Internal Governance Structure of Application-oriented Universities in Yunnan Province.Through the methods of university constitution text interpretation,questionnaire survey and in-depth interviews,this paper analyzes the internal governance structure of 9 transitional universities.The research indicates that some achievements have been made in the development of internal governance structure of application-oriented universities in Yunnan Province,such as the overall development of the school as a whole by the school CPC party committee;the principal is responsible for managing the school under the leadership of the party committee;to a certain extent,the professors' studies are guaranteed;the rights and interests of teachers and students in democratic management are effectively implemented;and the social participation and governance are advanced.However,there is still a lack of clarity between the high decision-making power and the executive power headed by the principal;the imperfect construction of academic institutions at all levels and the weak governance of common governance;the imperfect rights and obligations of teachers and students and rights protection mechanism;the problems of lack of attention to social participation and lack of awareness of the transformation.Chapter 4 Case Study of Internal Governance in Extraterritorial Universities.Including understanding of the effective practices of the internal governance structure in extraterritorial universities,summarizing,combing,concluding the relevant internal and external management experience at home and abroad.Through the analysis,this paper finds that the common characteristics of the internal governance structure of application-oriented extraterritorial universities are as follows:implementing the principal responsibility system under the leadership of the highest decision-making body in schools;implementing the dual administration of both administration and academic vigorously;carrying out the specialization and division of labor under the special leadership of academic organizations;implementing thestratification of schools and departments in a scientific and effective manner;and combining the internal management of schools with the external management of social participation.Chapter 5 Study on Internal Governance Structure and Optimization of Application-oriented Universities in Yunnan Province.Combining with the experience of internal governance in extraterritorial universities and the reality of Yunnan,this paper puts forward some countermeasures and suggestions on how to optimize the internal governance structure of application-oriented universities Yunnan Province.The study suggests that the optimization of the internal governance structure of application-oriented universities in Yunnan Province is based on the system theory and stakeholder theory,deepening its practice and optimize the overall dimensions of “leadership of the party committees,the school principals,professors' study,democratic management and social participation”,and to clearly define,perfect and implement the constitution of the application-oriented universities;establish and improve institutions to promote the leadership of the CPC party committee of directors;select principals scientifically and effectively,and ensure the professionalism of school principals;promote and implement the transformation from“professors' study” to “cooperative study”;improve and perfect the system to protect the rights and interests of teachers and students to exercise the power of democratization and supervision;lay stress on the establishment of social participating agencies and clarify the distribution of responsibilities and benefits.
