Compulsory education is the base of national education, one of the public welfare careers the country supports, and the priority among priorities of education. Balanced development of compulsory education is meaningful for every household’s interests, social stability, and integration of different social groups, even the harmonious development of the whole society. Compulsory education has become one of livelihood issues the nationals concern generally, and one of significant aspects in China’s educational reform, even more a strategic mission, to be finished at the beginning of the21st century, in the field of China’s elementary education, when China has started valuing the fundamental rights of citizens and the social equity.Currently, China’s compulsory education is developing fast and balanced. It’s due to the increasing input, enhanced lawmaking publicity, proper resource allocation, qualified teachers and supports for vulnerable groups. All of this is on the basis of foreign experiences. China’s ministry of education proposed a crucial strategy to achieve the balanced compulsory education in county regions in2010, in consideration of the development gap in different regions. Meanwhile, some new problems have appeared in the process of achieving balanced development of compulsory education in recent years. Such as the overloaded class of schools in cities and towns, and the empty classroom of schools in countryside, caused by accelerated urbanization in undeveloped provinces and deluge of students from rural areas. In order to solve them well, China needs to take more measures under the eyes of general public.In2010, the Jiangxi Province put forward a decision and arrangement of promoting the construction of education zones in the new areas of cities and towns. And the China’s Ministry of Education has listed the project into educational pilot reformsFive years on, the Jiangxi province has accumulated a lot of helpful experiences to finish this project, as follow:The party and government should attach importance to it. The high-level authorities should promote balanced development of compulsory education. In addition, the accurate positioning, scientific construction of education zones, divers sponsors, capital guarantee, and so on.Jiangxi province’s practice shows that the balanced development of compulsory education in education zones relies on a plan as a whole involving policies, investments, resources allocation, construction of teachers and security management in both urban and rural areas.
