"National long-term education reform and development plan(2010-2020)" on the development of compulsory education in China to achieve balanced development of the concept and objectives.In order to implement this concept,all over the country in the development of compulsory education have carried out a balanced practice of compulsory education.Gansu Province is located in the economically underdeveloped areas,its original compulsory education is relatively weak,is also relatively prominent.At present,Gansu Province is vigorously pursuing,taking investment funds to improve teaching hardware,strengthen the training of primary and secondary school teachers and other measures to improve the impact of compulsory education equity.What is the current level of development and completion of compulsory education in Gansu Province? In order to clarify this situation,we have done a detailed investigation,and through the establishment of educational evaluation index system to investigate the results of the status quo,process and effect analysis,the overall understanding and evaluation of the resultsThe article is divided into several parts in the research process: First,education in Gansu Province has been deeply investigated,education have been analyzed.Second,The evaluation index system and the content and weight of each index are determined.Thirdly,the dynamic monitoring evaluation index system.Finally,based on the results of the balanced development evaluation of education in gansu province,this paper puts forward the transformation mode and countermeasures from the basic equilibrium to the quality equilibrium.This article is mainly used in the study the viewpoint of system model and analytic hierarchy process(ahp),the application of the scientific methods such as questionnaire,interview method,on this basis,it is concluded that the analysis of current situation and problems of relative to objectively reflect the level of balanced development of education in gansu province,thus to further narrow the gap between urban and rural compulsory education and how to develop high quality balanced provides practical reference.In this paper,the main application of the system model point of view and analytic hierarchy process,the application of interviews and other scientific means,on the basis of the conclusions can be an objective reflection of the balanced development of education in GansuProvince level,so as to further reduce the rural and rural obligations in Gansu Province Education gap provides realistic reference.
