Urban and rural compulsory education as an important part of urban and rural basic public services, it is the government’s public product which can be enjoyed by urban and rural school-age children and adolescents. However, due to the urban-rural dual economic structure, the teacher policy deviation and the imbalance of education funds, there is a big gap between urban and rural compulsory education in many aspects performance for the unbalanced development of urban and rural compulsory education. The unbalanced development of urban and rural compulsory education not only affects the improvement of the quality of our country’s population, and can even lead to the unbalanced development of economy. Therefore, only to ensure the balanced development of urban and rural compulsory education, to make every school-age children and adolescents can get the chance to receive education so that our country’s population quality can be comprehensively improved, also can obtain the rapid and balanced social and economic development.This paper studies the development of rural and urban compulsory education in Hebei province. In recent years, under the guidance of policies and measures in Hebei province, the urban and rural compulsory education has made some achievements, but there is still a big gap between the urban and rural compulsory education. In this paper, we mainly refer to the relevant statistical yearbook,, find the Education Department of Hebei Province, the interview to the Hebei Provincial Department of education and the leaders of some urban and rural compulsory education schools to collect the required data and information, mainly by the the number of school teachers, teacher education, teacher professional title, the teacher’s age, area of school, education funding per student, graduation rates,dropout rates, test result and other indicators for teachers, infrastructure, education funding and the quality of teaching and other issues quantitative analysis and find the reasons of urban and rural compulsory education in the unbalanced development, that is the existence of urban-rural dual structure of education, deviation of the policy for teacher, education funding is not balanced and key school policy. In order to solve the problem of unbalanced development of urban and rural compulsory education, we must get rid of the two elements of urban and rural education structure, ensure the balance between urban and rural education funds, adjust the policy of urban and rural teachers, strengthen the government’s responsibility for compulsory education, establish a "elite group" school model and establish a teaching pattern of "Internet + compulsory education". Only in this way can we lay a good foundation for the balanced development of compulsory education in urban and rural areas of Hebei Province.
