Since January 1st, 2009, primary and secondary schools in China have begun to implement merit pay in compulsory education stage. Some schools have followed the new standards. At present, Daqing although there is no implementation of primary and middle schools teacher performance salary system, but S middle school as the first batch of provincial key middle school, education quality of teaching in the province the first place,with the continuous development of schools, the expansion of the scale, the number of full-time teachers and school structure is constantly changing, the management of full-time teachers also put forward higher request. School in constantly absorbing and reference to the advanced human resource management ideas and methods, based on the efforts to improve the management of full-time teachers, and try to be the full-time teachers performance appraisal aspect, but in the guiding ideology, evaluation subject, key performance indicators,performance communication, performance result feedback, there are some problems, so you need to S secondary school full-time teachers performance appraisal schemes redesign.So, based on the careful analysis of current teacher performance appraisal of the S middle school and the review of the historical process of performance appraisal of teachers in primary and middle schools, together with the comparative analysis of domestic and foreign teacher performance appraisal situation, this paper presents the existing problems of performance appraisal of S middle school and identifies the factors affecting the performance appraisal of the S middle school. Based on the theory of performance appraisal, this paper discusses and designs the performance appraisal of S middle school, and gives a new design of S school KPI performance appraisal index system, which is based on newly appointed post.And nine aspects of the perfect implementation have been put forward, namely, the school guaranteed funds, the school leadership support, "people-oriented" concept of performance management, management ability of human resource management, establishment and improvement of the management system performance, a complete set of teachers' incentive mechanism, a good performance management atmosphere and the timely performance solutions. In order to make the evaluation more objective and fair, and to pay attention to theprocess and result of teaching, with which we develop the S middle school performance evaluation index system, we also put forward some improvement suggestions.
