Emergencies is an important factor affecting the security and stability of universities in China. In recent years, the frequency of emergencies is so high which indicates the urgency of strengthening the emergency management. At the same time, the theoretical research and practical exploration of emergency management have great theoretical value and practical value for higher education’s healthy development and Colleges’ safety, stability and harmony.In recent years, with the rapid development of China’s higher education, the scale and the national enrollment of higher education have increased significantly. Due to the profound influence of the reform of management system in universities, which including the political and economic situation at home and abroad, the recruitment and employment of universities and logistics socialization, the unstable factors in universities are becoming more and more complicated; the number of all kinds of emergencies shows a trend of rising, the emergencies has a wake-up call to the stability and security of universities. From the current situation of universities, high frequency emergencies mainly focuses on political events, diploma, students’ disciplinary process, mental illness, campus security incidents and so on. These questions mentioned above don’t take measures timely, which will bring more mass emergencies and cause serious damage to campus’ stability.As a whole, the overall level of emergency management in universities is not high, and emergency management still exists so many problems. In terms of "4R theory" (reduction, readiness, response, recovery) as a theoretical tool to analyze, we can find that the main problem is it lacks of sense of crisis and emergency management in the stage of reduction. In the readiness stage, the main problem is that the organization of emergency management system is inadequate and the construction plan is not perfect. In the response phase, the matter is the emergencies has slow emergency response, poor information communication channels and inefficient emergency management. In the recovery stage, the main question is it lacks of psychological crisis intervention and ignores the people-oriented.Aiming at the present situation of the common issues and the mechanism of emergency management in universities, the thesis is planning to use crisis management mode as tool to analysis under the guide of the theory of "4R". and puts forward practical countermeasures of emergency management in universities according to their own emphasis of four stages respectively. In the reduction stage, we should pay attention to the development of emergency management consciousness. In the stage of readiness, we focus on organizing system, establishing and improving preparedness planning and early warning mechanism. In the response stage, we need to improve the emergency response mechanism, broaden the channels for information communication. In the recovery stage, the main task is to explore the handling measures based on the people-oriented.Through the analysis of mechanism of emergency management of G university in Guangxi Zhuang Autonomous Region, the article summarizes some typical practice with reference value for other universities. Based on the research of the negative impact of one student was accidentally killed by illness at the dormitory in G university, the survey of the spontaneous mourning activities of Wenchuan earthquake held by college students on campus of G university and the interview analysis between teachers and students of G university, the author has summarized some experiences and lessons of emergency treatment of G university which can be a reference for other universities.
