The rural technology professionals is an important part of the construction of our personnel. Rural science and technology personnel services in the rural modernization, the representative of China’s advanced productive forces in rural areas, the building of science and technology is also an important component forces. China is a large agricultural country, agriculture and rural development would be dependent on the power of technology, training a large number of rural scientific and technological personnel, and the path of developing agriculture through science and technology, which is the inevitable road of China’s agricultural development. Rural scientific and technical personnel face many difficulties in building:have significant spillover effects to a large number of high-quality scientific and technological personnel, poorly educated rural scientific and technological talents, talent professional structure is unreasonable, the geographical distribution of imbalance. Explore the scientific and technical personnel in rural areas in the new era of the formation mechanism and the mechanism of action has important practical significance.The rural scientific and technological talents as an object of study, specific areas depth analysis of rural science and technology talent, make a positive affirmation of the role of human capital theory, human resources management theory, life-long education theory and theoretical level of agricultural science and technology talent. Depth analysis of rural scientific and technological talents team developing cultural qualities of low professional structure unreasonable, the geographical distribution of the imbalance, high-quality brain drain current situation, proposed the building of China’s rural science and technology personnel, put forward a viable rural science and technology personnel mechanism for sustainable development.This paper is divided into four parts:the first part, the introduction, this article leads main research questions, research background analysis and research progress at home and abroad described; second part, the concept of rural science and technology personnel were identified, summarized the new era ruralthe characteristics of scientific and technological personnel, and leads to the main theoretical basis; third part of the analysis of the status quo and causes of rural development of scientific and technical personnel, and pointed out that China’s rural science and technology personnel construction problems main reason is the lack of investment in education,personnel training, lack of knowledge, as well as regional economic differences lead to brain drain; part IV discussed the rural Technology personnel training mechanism, proposed the construction of scientific and technical personnel in rural specific ways, and of qualified personnelsustainable development mechanism; fifth part, I Changsha County rural scientific and technological development of qualified personnel, for example, the typical experience and policy measures; part VI, that lies in the scientific and technical support for the development of agriculture and rural economy, the authorthinking on how to further strengthen the construction of rural science and technology talent readings, and propose a solution.
