For pre-school, the level of teachers has been the constraints of pre-schooldevelopment, especially in rural early childhood education, quality of teachers is facing adevelopment difficulty. In rural areas where geographical restrictions make the verydifficult living conditions of rural preschool teachers, kindergarten teachers teaching staffmobility, teacher instability restricts the improvement of teachers, had a serious impacton the quality of early childhood education in rural areas. This study is the departurefrom the basic situation of the investigation, Yan’an City, Shaanxi Province, rural childcare teachers, recommendations and the thinking of some stability in Yan’an City, therural child care teachers for the cause of the problem.Sampling to select Qi, Zhidan, extended Fuxian, Oasis and other five counties,11kindergartens in this study, using documents, questionnaires, interviews and otherresearch methods, from the child care teachers of gender, age, seniority education,teacher qualifications, preparation, salary, training training, loss of status to understandand describe the actual status of the the Yan’an rural kindergarten teachers from theDepartment of Education and various kindergarten director to collect the relevantnational policy on childhood education teacher scounty-level system, the County earlychildhood education. Investigation of the social status of rural preschool teachers, jobtraining, professional development, medical and social insurance, so as to explore itsimpact on the the Yan’an rural childhood education teachers.Research the status quo on the basis of analysis reveals the Yan’an rural preschoolteachers in the construction of the main issues in the preliminary because of thefollowing aspects: social, public perceptions do not know the place resulting in lowerexpectations for rural preschool teachers, difficulties of male teachers recruited; policy,the relevant laws and regulations is not obvious resulting in early childhood teacherstatus is not clear that their interests can not be guaranteed, low material benefits and thelack of legal protection; management, lack of managers of professional organizations tobring their in adequate supervision, rural areas, especially the chaotic management of thekindergarten teachers of the private park, the lack of effective evaluation mechanisms and incentives; cultivation, recruiting students and not high quality, relevant curriculumis unreasonable resulting in rural preschool teacher quality is not high, the number ofshortage; training, continuing education system is not perfect resulting in overall lowquality of the preschool teachers in rural areas, Park, this training is the lack of targetedresulting in the early childhood teachers in low professional growth difficult.Derived based on the above analysis, the researchers put forward countermeasuresand suggestions for building a child care teachers in rural areas: national attention, andpolicy support: the development of staffing standards, strengthen urban-rural exchangemechanism, expand the Teachers free education, and enhance teachers’ preferentialpolicies to protect rural childrenthe legitimate rights of teachers; the influence of publicopinion, social support: the importance of multichannel promotional rural earlychildhood education, improve the social status and public expectations of kindergartenteachers in rural areas, to encourage social enterprises to invest in private garden; toperfect the system, stable team: access to teachers’ qualifications system, appointmentand contract private teachers in the system, the minimum wage system, etc.; scientificculture, raising the level of: strengthening key teacher training and solid propulsion Parkthis training, relying on modern information technology to improve management andcreate a "people-oriented" of the environment, etc. to enhance teachers’level; reflect ontheir own, self-perfection: to play to their initiative to upgrade their.Finally this study the research process and conclusions do the a summary andrelated recommendations, and proposed a national policy attach importance to theopportunity for construction of rural child care teachers’ team, to implement rural childcare teachers in team-oriented local government, rural actual situation as the basis for theadvancement of ruralearly childhood teachers the level of the future construction of theYan’an rural childhood education teachers were prospected.
