Performance appraisal is the core part of human resources management system ofuniversity teachers, also is the emphasis and difficulty. University teachers plays a vital rolein the development of higher education, how to realize the optimal allocation of humanresources of university teachers have become the global problem which related to the qualityof higher education. There is an urgent need for a Quantitative Assessmen Index Systemwhich suitable for China’s higher education system characteristics.The purpose of this paper is analysied current situation and deficiency of chineseuniversity teachers performance assessment, based on researching assessment of teachers’performance in terms of research and practice, and study the origin and influence of universitydevelopment. At the same time, draw lessons from the educational performance evaluationindex system in the advanced method, and analysis of University Teachers’ assessment system,discuss how to optimize on assessment index, evaluation scheme, examination subjects,appraisal process. In order to build a scientific and reasonable Quantitative Assessmen IndexSystem of University Teacher, to further improve the level of human resource management inColleges, and to achieve the common development of teachers and University.The paper first analyzes the foreign and domestic literature of university teacherperformance appraisal system, and analysis of the current situation of teachers’ performanceappraisal combined with the actual situation of our college. Focus on ‘X project’ in HUniversity, and analyse the positive role of University teacher team management.The paper study on the reason of not perfect evaluation system, and research aQuantitative Assessmen Index System which fit for Chinese University Teachers Team.Collect opinion from experts and teachers through literature collection, questionnaire,interviews and other methods, make the evaluation to promote teacher growth, and Universitycomprehensive strength.This paper designs the detailed implementation process, and ensure that the assessmentsystem is accurate through training and other measures. Finally, the paper provides thesuggestions and the solutions for Performance evaluation in university at last.
