| This paper analyzes the administrative behavior in the internal management of Chinese universities and introduces the experience of foreign universities’reform in the de-administration by means of literature resources and comparison methods, and put forward the measures in de-administration of Chinese universities’management bases on the theory of organizational transformation. The content as follows:The administrative behavior in the internal management of Chinese universities means the administrative power masters the academic power which impacted on the development of universities and academic. There are two reasons which are attributed to the administrative: the habit of thinking and the root of history. According to the systematic organization theory; contingency theory; professional organization and bureaucratic organization theory; the right of organization theory; decision theory, the paper has analyzed deeply the resistance and possibility of de-administration. It’ s necessary for the power restriction to supervision mechanism.By other’s faults, wise men correct their own. The experiences of internal management reform of the United States; Britain; Italy and Japanese universities can provide us for advices such as the fine and clear governance structure; the participating with the third party; the perfect legal system and the articles of association of the university; the process of reform. The paper puts forward that the de-administrative reform of university should having the knowledge of the connotation of university independence and academic freedom ideologically firstly. Then take a reform actively to the administrative level, the internal structure, rules of inauguration and constraint of power which can come true the de-administration comprehensive. |
