Employment is vital to people’s livelihood. China is a development country with largepopulation. The employment problem is very complicated and severe. The Party and theCountry attach great importance to the employment which has been viewed as the priority tosafeguard and improve people’s livelihood, promote economic development, and socialharmony and stabilize the employment situation by formulating a series of measurespromoting employment.Occupation training is the main way to improve the labor skill level and entrepreneurshipcapacity, the main measure to implement employment priority strategy, the main solution tototal employment and structural contradiction, and plays an important supporting role onpromoting and stabilizing employment situation. Occupation training is an important part ofEmployment Promotion Policy, after many years’ practice, has formed a relatively completepolicy system with employment target. Having research on occupation training policy,checking its pros and cons, investigating its law, exploring its trend, putting forward to thethought and suggestion to perfect the training policy; make occupation training better serveNational employment promotion strategy’s overall deploy and implementation. And theresearch on occupation training policy also has important practical significance to implementthe spirit of State Council’s “National Medium and Long Term Educational Reform andDevelopment Outline (2010-2020)” and “Views on Strengthening Occupation TrainingPromoting Employment” and solve current employment difficulties, and safeguard andmodify people’s livelihood.Based on the Marx Principles as guide, on theory of socialist market economy, theory ofhuman resources development, employment occupation training theories, etc. as researchbasis, through policy evaluation, qualitative and quantitative and physical verification asscientific research methods, and compared the foreign occupation training developmentexperience, this paper undertakes a relatively systematic research on how to improve thepolicy defect on occupation policy connotation structure, design dimensions, effect analysis ofour country in the new century. This paper mainly includes four parts: the first part is the introduction, introducing the paper including aim, current situation, methods and theories; thesecond is mainly implementing the analysis of system structure of occupation training policyof our country in the new century and making a research from the policy objectives,organization and process dimensions; the third is implement the research on implementationeffect and defect and analyzing the causes of policy defects in accordance with the relevantdata; the fourth is the reflections about improving and perfecting occupation training policyand putting forward to the training mode transforming from supply drive to demand drive,enlarge the coverage of policy to reduce social exclusion.
