College graduates are the group with the most full of vigor, vitality and creativity, they are valuable human resources with ideals, ambition, and grasp more systematic modern scientific knowledge. They shoulder the important task to continue to push forward the reform and opening up and modernization, and building a moderately prosperous society and the great rejuvenation of Chinese nation. The employment of college graduates is not only related to the vital interests of graduates and the masses, but also related to the sustained and healthy development of the basic national policy of higher education, and the strategy of national rejuvenation through science and education and that of strengthening the nation by use of the talented people. Since the enrollment expansion since 1999, the number of college graduates increases by 60-70 million each year,6 times in 10 years, unprecedented growth. College graduates have the first peak of employment in 2003 with sudden SARS epidemic further highlighted the college students'employment pressure, "the employment situation is not optimistic." The financial crisis in 2008 brought the employment of college graduates worse, "employment situation is very grim." In 2011, college graduates are over seven million, "the difficult employment will exist for a long time". Employment problem of college graduates has been become the core to the job market through replaced by migrant workers, employment of laid-off workers. Therefore, solving the employment of college graduates is not only a major social issue, economic issues, but also a major political issue.All along, I have engaged in employment research, but some doubt exist for a long time:what is the trend of the world higher education? Why China's higher education began in 1999 rather than any other year? Compared with other groups, the employment of college graduates exactly difficult to? If difficult, how exactly difficult it is, total problems or structural problems? If it is the fonder, why not reducing total enrollment scale? Is "Ant tribe" social vulnerable groups? What about current employment promotion policy results? My three-year Ph.D. study(2008-2011) is the important period of coming on and continuous improving a lot of employment promotion policies of college graduates after the financial crisis. Fortunately, I just participated in a major investigation and research for three consecutive years of Ministry of Human Resources and Social Security (MOHRSS) and ministry of education (ME)of the People's Republic of China, including "Increasing public welfare post development, promoting college graduates'employment policy research", "College graduates entrepreneurship policy research", "College graduates low-income inhabit group investigation" and so on, by which I have some understanding to policy of employment of college graduates. However, these problems have not entirely understood, it is in this context, I chose the employment promotion policy of college graduates as topics of my doctoral thesis, in order to do in-depth and systematically study.First, the employment policy is part of public policy, so I have a theoretical analysis to employment promotion from the perspective of public policy. And have a summary on the related theory of employment promote of western countries and developing countries, which lays the theoretical foundation for analyzing the employment promotion policies of college graduates.Second, I make a brief review to the basic theory of mass higher education and development process of China's mass higher education, and analyzing the policies background of the college expansion policy in 1999. On the base of research data coming from MOHRSS and ME to Hubei Province in 2010,1 analyzes the status quo of the employment of college graduates and points out the employment difficult various performance at present:no jobs for college graduates, no college graduates for jobs, college graduates aren't suitable for jobs, employment quality decline, falsification of graduates employment status and employment disadvantaged massive existence, etc. Then, I analyze difficult reasons of employment of college graduates from the college expansion, the industrial structure adjustment, higher education reform, employment equity market, and graduates expectations, social talent view.Third, I analyze institutional changes of the employment institution of college graduates in my paper, and describe the present basic content of promotion policies of the employment of college graduates, and then take Hubei province as an example, making a comprehensive summary to implementation of the employment promoting policy of college graduates. Including encouraging and guiding college graduates employment to urban and rural grassroots; Encouraging graduates employment to small and medium-sized enterprises, non-public enterprises; Actively hiring college graduates to participate countries and local significant scientific research projects; Encouraging and supporting the college graduates self-employed; Employment guidance service and employment assistance policy etc.Fourth, using the theory and method of public policy evaluation—the analytic hierarchy process, I design a more scientific evaluation system, and make a effect evaluation for three aspects of formulation, implementation and results to the employment promotion policies of college graduates of Hubei province. At last, I point out that policy existing prominent problems is lacking theoretical basis, awareness is not high, supervision and feedback is weak, the resources use efficiency is low, sustainability is poorer, against employment general rules, did not reflect the characteristics of the employment of college graduates, ignoring talent development, etc.Fifth, with the United States and Britain, Japan, Germany, Russia, India, South Korea, I conducted in-depth research to their college graduates employment promotion model, and respectively summarizing their employment promotion modes are:University leading, overall participated, public service, free laissez-faire, plan and market dual management, government orientated. Finally, I summarize the common experience of national employment promotion inspiration:Policy is mainly reflected in three aspects of the demand, supply, demand and supply; Market-oriented employment in the same direction, different levels of government to promote employment; Perfecting legal system of employment; Developing vocational education, focusing on vocational training; Encouraging college graduates to the specific region and industry employment, improving the areas employment imbalance; Encouraging graduates to start their own business; Accelerating the building of information networks, matching supply and demand for college graduates; Actively promoting the employment programs and employment assistance to college graduates; Promotion mechanism not lack; The employment promotion effects needs to assess in various countries.Sixth, on the basis of assess to employment promotion policy implementation in China and promoting mode abroad of the employment of college graduates, I argue that, besides the employment promotion policies need to improve and perfect, the more need to build "five parts" employment promotion mechanism of government, employing units, colleges, social media, graduates. After all, in the long run, to solve the employment problem lies in policy adjustments and mechanism construction.Policy improvement strategies include:(1)Deepened basic theory research and scientific reasoning policy program feasibility. This part makes a systematic theory research to public welfare post, entrepreneurship, ant group;(2)Strengthening policy propaganda, paying attention to supervision and feedback, improving the efficiency of policy implementation; (3)Scientific constructing evaluation system, adjusting policy dynamics; (4)Implementing talent gradient transfer strategy. This section creatively puts forward a new talent gradient transfer from the concept, and discusses the feasibility of this strategy from four demonstrates of building up talent gradient transfer ideas, implementing talent entrepreneurship support differentiation strategy, founding distinctive local colleges and universities and entrepreneurial university, establishing subject—professional—industrial chain. Employment promotion mechanism structure includes:(1)perfecting the government leading macro employment regulation mechanism;(2)Constructing the marketing reputation mechanism of college;(3)Optimizating incentive mechanism of small and medium-sized enterprises; (4)Standarding public opinion guide mechanism of social media; (5)Improving the graduates personal restriction mechanism.
