By the end of2008, the Central Personnel Work Coordination Group has developed the policy on implementing plan of attracting overseas high-level talented person (called "thousand people Plan"). It provides a important opportunity and favorable conditions for higher education to attract top talent overseas. Currently it is the primary task for higher education system about how to make good use of policies and conditions, improve the talent security mechanisms of introduction and management, introduce top talent from overseas better. This article comes from the background.First of all, this article concepts the top talent and overseas top talent, points out that the top talent should be to meet "the3high and2strong". Then, making many experts from Northeastern University, Wuhan University, Zhongshan University and Beijing Teachers’ Training University discuss protection factors on overseas top talents for higher education, and eventually22protection factors have been established. To obtain data, author do research on the the importance and satisfaction of protection factors. To ensure the effectiveness and representative, more professors monitored object are needed, fewer vice-professor and lecturers are needed, who mainly come from Tinghua University, Peking University, Fudan University, Wuhan University, Zhongshan University, Beijing Teachers’ Training University, Northeastern University, and other famous university.The paper chooses analysis method called group identification. The method can be fully recognized the tested person’s view and can objectively obtain weigh structure, that is value orientation. The specific operation is as follows:According the score, getting weigh structure, so called value parameter on importance and satisfaction of protection factors under each tested person’s view by using action features identify model. Do the same thing to all the tested person, it constitutes an set of value parameters on importance and an set of value parameters on satisfaction. Then, cluster analysis are needed about two sets of value parameters, and getting the mainstream value orientation of importance and mainstream values orientation of satisfaction, that is the common behavioural characteristics. It represents the mainstream view of the overseas top talent. We can know how about the importance level and the satisfaction level according to analyzing the mainstream views.Finally, based on analysis of the group identification, combined with the experience of protection mechanism for foreign attracting talents, the paper puts forward some sound suggestions to improve protection mechanism on overseas top talent for higher education. The paper points out that the top talent center of higher education system should be established, top talent academic train policy should be established, and harmony research environment should be built, a sound payment system is needed, individualized performance evaluation system should be designed,"immigration green channel" should be implemented,"a package" service policy should be carried out, and more money for research should be increased, and so on.
