| Entering the stage of popularization of higher education,undergraduate education has expanded from extension to high-quality connotative development.The quality evaluation mechanism of undergraduate talent training,as a tool and means of higher education quality management,has played an important role in guaranteeing.It has been several years since the reform of the separation of management,management and evaluation in the field of higher education.The core goal of the separation of management,management and evaluation is to promote the transformation of government functions and further straighten out the relationship between the government,universities and society.In the field of education evaluation,it aims to establish a multi-participation education evaluation mechanism.Today,in the policy of separation of education administrative departments,universities and social third-party evaluation institutions,market and other multiple subject participation in undergraduate talent training quality evaluation mechanism has been basically established,but due to the relationship between the subjects,resources,information,undergraduate talent training quality evaluation mechanism is still different evaluation subject participation,relatively weakened personal value,evaluation criteria,evaluation procedures,high interests,partly restrict the evaluation mechanism of promotion and incentive function.Based on the theory of collaborative governance and the fourth generation of evaluation theory,build "evaluation subject,evaluation value,evaluation criterion,evaluation procedure,evaluation results using" evaluation mechanism analysis framework,combined with the policy text,the development and present situation of undergraduate talent training quality evaluation is analyzed,found that under the background of the tube to do a review of the separation of reform,At present,it is difficult to form a multi-talent training quality evaluation mechanism in a strict sense due to the dislocation of subjective role consciousness and unclear status,the path dependence of traditional higher education management system,the managerialism tendency of evaluation mechanism and the lack of cultural identity of social evaluation mechanism.Therefore,In order to give full play to the important role of the evaluation mechanism in improving the quality of talent cultivation and educational governance,the reform and improvement should be carried out from the following aspects: clarifying the relationship between power and responsibility of multiple subjects,establishing the coordination mechanism of evaluation value,perfecting the evaluation standard,enhancing the democracy of evaluation procedure,improving the use of results,and insisting on the equal emphasis on accountability and incentive. |
