The conception of Talents introducing means that a country or an areadepends on the advanced technologies, management experiences and ideas,high-level talents and projects. Through the ways of international talentsconfiguration to acquire the development and achievement. In the new era thetalents introduction include two aspects, one is recruiting foreign experts, andanother is dispatching training delegations.The conception of talents is often used in China, while other countries usethe conception of human resources, which mean the sum total of all the personnelinvested in social production and economic activities as a proceeding aspect in acertain range of time, space and areas. Talents describe the special group ofpersonnel with technologies and skills. They are the high-level human resourcesand will make great contributions to the society and inventions. They are also theimportant factors of rapid development and revitalization in the new era.Nowadays, many countries pay close attention to the human resourcesdevelopment. As for China making the talents work normalized, institutional,specialization, humanistic will be essential to ensure the good use of all kinds oftalents. Make them greatly contribute to the economic developments andmodernization of China.In the twelfth five-year plan, Jilin Province is confronted with an importantera, with the changing of economic structures and urbanization. How to convert the ways of economic development and innovated the industry structures lead thedirection of the society development. That also stimulates the development thetalents introducing work of Jilin Province. All the works including increasinginnovations, modifying structures and training personnel acquire rapid progressunder the support of investment, projects and innovations. The potential ofrevitalization and talents recruitment offer a wide space for the talents of all kinds.Since Jilin province carried out the policy of “revitalize Jilin by talent”.Foreign intelligence introducing work uses the method of combination withinviting foreign experts and overseas training projects to support the developmentof talent wok of Jilin province. Make great contributions to the revitalization ofJilin.How to adapt to the situation of talents work of Jilin Province, improve theadvantage of talents, make good use of foreign talents will be the most importanttask for the development of Jilin Province. How to Recruit the foreign talents,train native personnel, promote the talents strategy of Jilin Province are the mainresearch tasks of this paper.This thesis is based on the theory of "Talent Capital”, it offers theconception and analysis the importance of foreign intelligence work. With thestudy and reference of experiences and policies of developed foreign countries,based on the realistic of Jilin. The thesis concludes that foreign intelligence workwill make contributions to the policy of “revitalize Jilin by talent”. With thediscussion of current talent policies and evaluation on talent demand in the periodof twelfth five-year plan. The thesis helps to find out the problems in thedevelopment of foreign intelligence introducing work and offers the suggestionsand ideas. The foreign intelligence introducing work will improve the economic and social development of Jilin.This thesis uses the combination of theoretical and practical research. Itmakes discussion and analysis on the talent development policies of Jilin province,predetermines the demand of foreign intelligence introducing work. Seeks theway to lead the direction and provide the guidance to the foreign intelligenceintroducing work of Jilin province.
