High-level talent plays an irreplaceable role in overcoming key technical problems,independently researching and developing high-tech projects,and industrial transformation of scientific research achievements.Especially in the major breakthroughs of key technologies,independent research and development of key projects,and application transformation of high-end intelligence results,their quantity and quality determine whether the economy of a city or even a country can maintain its competitive advantage and promote rapid economic development.In recent years,Dongguan City has responded positively to the national strategy of "Strengthening China through Talents",placing talented people in an important position in enhancing the core competitiveness of the city,implementing the "Dongguan of Talent" strategy,and accelerating the reform of personnel training?introduction and management system and mechanism.A series of high-level talent introduction and cultivation policies have been successively introduced,and the policy conditions and personnel services for talent innovation and entrepreneurship have been continuously optimized,and a virtuous circle of "cherishing talent-introducing talent-keeping talent-using talent".These policies have been providing powerful talents and intellectual protection in accelerating the transformation and building "Happiness Dongguan".This article takes the high-level talent introduction policy of Dongguan as the research object.Using the public management theory and practice to research the introduction of High-level Talents Policy,the thesis gives an overall description of practice of high level talent introduction policy in Dongguan,through literature review,field investigation,expert interview,etc.And based on the result of the survey and contrasting policy,the thesis find out the problem of high-level talents introduction policy of Dongguan.Finally,combining with domestic and abroad cities emerging regional introduction of high-level personnel experience,the thesis puts forward a couple of constructive points.This article is mainly divided into six parts to study the introduction of high-level talents in Dongguan City.The first part is introduction.Setting out the research background,research significance,research ideas and methods of the article.The second part is ahout the concept definition and theoretical basis involved in this thesis,mainly setting out the concept of application of high-level talents,the theories and methods.The third part comprehensively expounded the current status and achievements of Dongguan City's active introduction of high-level talents in recent years.The fourth part analyzes and analyzes the shortage of high-level talent introduction policies in Dongguan today,through analyzing the current status and effectiveness of the talent policy and analysis of data from the questionnaire.The fifth part sorted out the main measures for sorting out domestic and foreign high-level talent introduction policies,and mainly described the effectiveness of domestic and foreign high-level talent introduction policies and theirs implications for Dongguan.The sixth part put forward measures and suggestions for optimizing the policy of introducing high-level talents in Dongguan.
