Nowadays, the shortage of talents of industrial of high-level innovation technology and leading industrial is becoming the bottlenecks for restricting the development of economic and social and the progress of technological. Therefore, facing the fierce war for talents of domestic and foreign, promoting the introduction of high-level technological innovation talents and the development of economy and society is undoubtedly the key to creating an international city and achieving the strategic goal of building an innovative city of technology, and it is also a new topic which should be solved urgently so for the municipal government and the business community of Dalian.This paper takes Dalian as the research object, using the theory of human capital and the combined effect of talents, with the method of literature analysis, comparative research, theoretical analysis, and the combination research methods of qualitative and quantitative and other, for further study of the introduction status of technological innovation talents. The status of technological innovation talents are analyzed from four aspects of overall situation, investment in science and technology, innovation capability, and supporting environment analyze, putting forward the problem of the introduce of technological innovation talents of Dalian is irrational, shortage of funding, the low efficiency of talents, and the innovation environment is being improved, then the reasons of the existence of above problems are analyzed from four aspects of talent competition, economic development, talent introduction policy, and environmental factors. Finally, learning from the introduce strategy of talents of the countries and cities of domestic and foreign, and combining the unique location and actual development of economic and social, from innovating the introduce strategy of talents, improving the system of science and technology, adjusting the structure introduction of talents, creating the environment of talents introduction, proposing the introduce strategy of technological innovation talents of Dalian.
