Research On The Relationship Between Sports Organization And China Government

The sports organization established with the founding of new China.In the last severaldecades of political and economic reform,the sports organization, as a member of anon-governmental organization, has playsed an increasingly important role in developingChina’s sports cause, enhancing people’s physical fitness,improving the mass sportsatmosphere and promoting social harmony.However, the development of China’s sportsorganizations are retarded by the previous planned economic system and the highlycentralized government management system. Since the sports organizations are built up inaccordance with the Chinese sports development, they,as a whole,lack the mechanism ofself-regulation and self-development.This essay, taking Hebei sports organization as anexample, is aimed at analysising the current relationship between sports organization andgovernments,discussing how this relationship affects the development of sports organizationsand exploring how to form a cooperation-relationship between governments and sportsorganizations.The main content of this paper is divided into four parts. The first part summarized andanalyzed the generation, the development, the functions and features of sports associations inChina; The second part analyzes the relations of the sports associations and government inChina’s on the current status of specific national conditions, as well as the favorable andunfavorable impact that takes on the sports associations; On the basis of theory andexperience from abroad, part III discusses to establish a good partnership feasibility andsignificance of sports associations and intergovernmental, and in the process of theestablishment of such relations,the sports associations and governments how to find theirown respective roles; Several issues are rosed in the fourth part,which must be solvedfirst,to establish a cooperative relationship between sports associations and governmentrecommendations.Most sports organizations in China are established by the government and they have amarked feature of official and people co-govermnet. As a consequence of the long pledge ofthe planned economy, the sports organizations are largely dependent on the government. The heads of the sports organization are appointed by the government and there has a highproportion of part-time staff and a complex cross with the government. Most sportsorganizations rely on the government to provide workplace and financial surport. There is anobvious feature of "Government affiliated" in sports organizations.The sports organizationsare affected by the government in formulating strategic decisions and programs. The sportsorganizations longs to form a partnership with the government, but the government aredoubt at the sports organization’s strength. The official and people co-goverment model hasits own advantages over a given period of time. It guaranteed and promoted the existence anddevelopment of the sports organizations. But with the constant deepening reform of theGovernment,"limited Government","civil society" has become a new development trend.As a non-government and non-marketing department, the sports organizations must bear themain responsibility of the bond between a civil organization and the government. A win-wincooperation relationship is the model between sports organizations and governments.
