Colleges And Universities In Our Country To The Town Are Faced With The Problem Research And Implementation Ways

The issuing and implementing of "Long-term Talent Development Plan (2010-2020)" and "National long-term education reform and development program (2010-2020)"make the already hot topic of higher education depoliticalization as a central topic of the society, which is also a frontier topic in the field of education theory study in China. From the angles of both the government and universities, and sourcing from the trend of typical foreign higher education reforms, this paper analyzes the causes, current situation and solutions of the this phenomenon with a comparative study, against the background of globalization,aiming to find different answers toward the same question. Although there are differences between the higher educations in China and abroad, we can still learn from their reasonable factors while establishing university systems with Chinese characteristics. For the theoretic needs of this paper, Education Public Management Theory and Process Reengineering Theory are adopted so as to discuss the necessity and feasibility of the management reforming in universities and, based on a research on the current situation of higher education reformation and the analysis on the approaches applicable to China’s higher education reformation,the paper puts forward a feasible operating plan in the course of constructing modern university systems with Chinese characteristics.
