Since1981, the system of Self-study Examination of higher education was born and the government introduced the expansion policy of higher education in1999. The civilian-run higher education in China has been developing such as bamboo shoots after a spring rain. The emergence and development of civilian-run colleges and universities break the situation ruled simply by the state-run universities since1952, which has injected new vitality to the development of higher education in china. Of course, the private higher education being in the rapid development, at the same time, the management of education is facing many new problems, one of which is the government did not reach the designated position of management of civilian-run higher education and the management mechanism is imperfection.The development of private higher education in Taiwan, the southeast area of China, to now has as many as60years of history. The development system of private colleges being mature comprehensively, and the popularity of higher education of Taiwan has become the dominant. Taiwan and the mainland have the same culture and education tradition. The development process and the management of civilian-run higher education between in Taiwan and mainland have more similarity, so the research of management experience of Taiwan private higher education is beneficial for us to learn and use for reference.To civilian-run higher education management, there are some similarities and differences between the Taiwan government and the central government management. The civilian-run higher education in Taiwan and mainland emerged roughly at the same time, but, both sides of the Taiwan Straits for implementing different political and economic systems, there is a big difference in higher education understanding, attitude and specific management policy in the governmental private higher education management. Taiwan area and the mainland both have formulated relevant laws and regulations to safeguard the development of civilian-run higher education, but there are larger difference in the legislative authority, the laws and regulations of the operation and implementation of utility. Both sides government of the Taiwan Straits support and develop the civilian-run higher education through fiscal assistance and tax administration, while, on other aspects, the funding history and pragmatic utility, the efforts and the rule of funding, tax preferential policies and so on, the results and experience achieved in Taiwan is worth the mainland pondering and referencing.Because the management of civilian-run higher education development in mainland has its own uniqueness, so it should not blindly copy the experience of Taiwan. The actual situation related to the management of government policies should be consistent with the mainland. Facing the predicament and difficulties of the mainland civilian-run higher education management and relevant management experience of private higher education in Taiwan, the mainland should make full use of governmental public management functions to perfect the management mechanism of private higher education, and innovate the new management mode of government to promote the sustained and healthy development of private higher education in mainland, China.
