| Situated at the juncture of Hubei, Hunan and Jiangxi province, Chongyang is a county in Southeast Hubei. Being a hilly area, it is relatively low in education development with problems centering on countryside. Since2000, Chongyang County Government has decided to readjust its school distribution. On one hand, many rural schools with short supply of students have been stopped with a view to integrate high-quality resources to run central schools, on the other, many boarding schools in compulsory education phase have been constructed in rural regions in accordance with national policy on boarding schools and the local conditions. According to statistics, the rural boarding primary schools of Chongyang amount to59, with the student number of12,894, they account for56.9%of all the primary boarding students in Chongyang; with1,691students, there are two rural boarding junior middle schools which account for9.9%of the boarding junior middle students in Chongyang. The development of rural boarding schools will exert a direct influence on the reform of elementary education in Chongyang, so how to run good boarding schools becomes a significant practical issue in Chongyang education field demanding urgent research and prompt solution. Based on China’s policy on rural boarding schools, this paper fully presents the development status of boarding schools during compulsory education in rural Chongyang by adopting empirical, field and theoretical study methods. It also analyzes the existing problems and some counter-measures with an aim to promote the development of rural boarding schools in Chongyang. Focusing on the current situation of rural boarding schools in central China, this paper specifically studies faculty development and school management of rural boarding schools in Chongyang. It discusses the existing problems and their reasons and finally presents some feasible suggestions and counter-measures. Taking the rural boarding schools in Chongyang as subject, this paper tries to combine theoretical study and investigation by adopting both quantitative and qualitative analysis methods. In accordance with investigation on the current situation of rural boarding schools in Chongyang and analyses of their problems, this paper proposes some countermeasures and suggestions. First, normalizing the management on rural boarding schools and improving the relevant systems; second, adhering to philosophy of people-orientation and caring about the physical and mental development of teachers and students; third, emphasizing the importance of promoting the quality of students in boarding schools; forth, strengthening school-based research, building community of practice and advancing teachers’ professional development; fifth, cooperation between schools and families to fulfill the tasks of education management in boarding schools; sixth, integrating resources to actively promoting the standardization of rural boarding schools. |
