This research takes teacher competency model of higher education as example to reviseteacher competency model of adult education through detailed analysis of competency modelby combining with teacher status quo of adult education and characteristics of students fromthe perspective of human resource management. Teacher evaluation system of adult educationis constructed on this basis so as to solve some problems in teacher evaluation of adulteducation and promote teacher specialization development of adult education. Specifically,this paper is mainly divided into six parts: The first part is about introduction, and research background is analyzed, core concept,status quo overview and significance and method of research objective are defined in this part.The second part is about the research of the relevant theories, and mainly discussescompetency model and its construction, and specifically analyzes overview of competencymodel and theoretical basis and method of its construction. The third part adopts revisemethod to preliminarily construct teacher competency model of adult education and examineit with questionnaire method with the help of NiuDuan’s research result of teachercompetency model of higher education. In the fourth part, based on teacher competencymodel of adult education, aiming to problems in teacher evaluation of adult education, teacherevaluation system suitable for adult education is constructed. In the fifth part, this evaluationsystem is put in preliminary examination and practice in an Adult University, and the existingproblems and countermeasures are expounded. The sixth part is about the conclusion andforecast. The research content will be summarized systematically, and the shortages and futureresearch direction will be pointed out. In brief, based on construction of competency model, teacher evaluation system of adulteducation is of great significance theoretically and practically. Analysis and instruction of theevaluation system on teacher evaluation of adult education in theory and method can guidespecific operation and practice of teacher evaluation of adult education and expandapplication areas of competency model as well. However, there are some deficiencies with theevaluation system which should be put in practice to be examined and improved.
