| Since the reform of China’s higher education from "elite education" to "populareducation", more and more people get into colleges and universities. At the same time,China’s industrial restructuring and the imbalance of labor market between supply anddemand have made employment problem increasingly severe, which has a markedimpact on social harmony and stability. As a highly modernized megalopolis, Shanghaireceives nationwide support and has great attraction for college graduates across thecountry. In order to alleviate the employment pressure of college graduates in Shanghai,the municipal authorities issued a series of policies to promote employment. In furtheranalysis of college graduates’ employment policy, it summed up the pros and cons ofpolicy implementation, analyzed the relationship between employment problem andpolicy implementation, and explore the impact of employment policy implementationfactors. Thus, it provides useful facts for policy formulation and promotes the effectiveimplementation of the employment policy to solve the problem of Shanghai collegegraduation employment problem which is a significant issue.First of all, the thesis analysis the status of Shanghai colleges’ graduatesemployment policy by literature reviews. The thesis suggests that the employmentpolicy introduced by the Shanghai municipal government and colleges’ vocationalcounseling has played a positive role in improving graduates’ employment, but there arestill some problems considering the results of employment policy such as theinsufficient policy implementation and the less effective supervisory control. I believethat these phenomena reflect the problem of employment policy implementationdeviation. In view of the above problems, this thesis focuses on the research of thepolicy implementation while take Shanghai college graduates employment policyimplementation as the research object. It based on the research of college graduates,colleges’ vocational counseling, the job recruitment and the management of the relevantgovernment departments with the method of survey research. Through the datacollection, analysis and verification of rationality and correctness, there are severalfactors of effective policy implementation such as the publicity effect, the main policy implementation, the policies implementation of mechanisms and environment, etc.Finally, several corresponding countermeasure and proposals were put forward whichare scientifically making the employment policy, improving employment policyimplementation mechanism and perfecting the assessment system of employment policyimplementation. In the end, I do hope to make suggestions to enhance the effectivenessof the Shanghai employment implementation and gradually crack the problem ofcollege graduates in Shanghai. |
