From2007to2011January, via approval of the State Council,Ministry of education and Ministry of Finance jointly issued" on theimplementation of" university undergraduate teaching quality andteaching reform project" opinion", referred to as the quality engineering,quality engineering, put forward clearly to want to strengthen specialtyconstruction, develop characteristic specialty. In four years, the Ministryof Education issued the seven consecutive batches, selection of more than3400national construction of characteristic specialty in university.The "characteristics" is China’s educational development in the"equalization" will enter the stage, the characteristic specialty constructionof higher education is the beginning of the characteristic development.The school through professional construction to realize the goal ofcultivating talents, the specialty is the professional characteristics of thedevelopment, to cultivate the talent to. Special requirements on the goal of education, teachers, curriculum system, teaching conditions andculture quality, with higher education levels and distinctive characteristicsand has a high social reputation, accord with our country ’s educationalpurpose and educational law.The longitudinal analysis of characteristic specialty constructionstructure, by quantifying the characteristics in the distribution ofprofessional disciplines, the school level distribution and professionalcharacteristics in the provincial distribution characteristic of thedevelopment of our country, summarizes the characteristic specialtyconstruction layout. Transverse focusing on specialty ’s own seven batchselection changes, namely the development contrail, analyzes the policyinformation and the feedback. Through vertical and horizontalcomparison and analysis, find out the characteristic specialty constructionproblems, such as the characteristics of professional cannot represent ourcountry higher education level; ethical region localization featuresprofessional lack, no distinct characteristics; higher education of provincedistribution is not balanced, restricted the characteristics of professional development. Through the summary and analysis of causes, found thatthe current national characteristic specialty construction and tentativeplan of building the existing gap.According to the characteristics of professional developmentdeficiencies to make quantitative analysis, establish the ideal ofcharacteristic specialty construction and reform of the system from thestructure pattern, structure optimization, on the level of China to furtherstrengthen national specialty construction put forward policyrecommendations: improving college characteristic specializedconstruction consciousness; for social needs adjust area structure; theestablishment of regional balance develop energetically western thecharacteristic specialty construction; comprehensive selection,management and elimination system.
