| Since our country joined WTO, the markets’requirement of talents also get higher, higher vocational colleges as an important part of universities played roles and trained a large numbers of talents for the society. Foreign teachers also play an important role as members of teachers’team cultivating excellent talents. In order to improve effectiveness of foreign teachers’ management and service level, the government and higher vocational colleges shall increase the dynamics unceasingly.This article studies management status and reform of foreign teachers in higher vocational college of Hunan province through the theory of human resources management and foreign affairs management theory, with the methods of literature, questionnaire, interviewing method and statistical analysis. This research services for improvement of effectiveness of foreign teachers’management. Firstly, it analyzes the status of foreign teachers’ management in higher vocational colleges including3aspects:background of introduction of foreign teachers, construction and implement of related laws and foreign teachers’practice management. On the aspects of studying on foreign teachers’management status in higher vocational colleges in Hunan province, it analyzes emphatically management status of foreign teachers of Hunan College of Foreign Studies. Secondly, this article summarizes problems in management, including4aspects as follows:imperfect foreign teachers’ management system construction; implementation of foreign teachers’ management system not in place; appraisal and incentive mechanism needed to be improved; unreasonable management organization system and structure; specific management work of foreign teachers’problems. Thirdly, reform of foreign teachers’management of higher vocational colleges in Hunan province is emphatically studied. It makes an analysis of the causes of foreign teachers’management problems of higher vocational college in Hunan province, such as:inefficient foreign policies because of a long-term planned economy; employer organizations not entitled to rights; internal control system not sound in serious condition; loopholes in management; no effective foreign teachers’work motivation system. Foreign teachers working enthusiasm are thwarted, then, strategies and measures of foreign teachers’ management in higher vocational colleges are proposed, including the analysis of the historical form for mastering situation of foreign affairs, improvement of management modes and methods in the government departments, establishment of characteristics of foreign affairs management agencies, effective operational mechanism and systems, introduction rules of foreign affairs management, incentive mechanism of foreign affairs management, improvement of management of foreign teachers’team and double strategies of resolving of contract disputes and emergency cases. Finally, it makes an conclusion and made follow-up recommendation.The objective is to standardize foreign teachers’management for promoting whole level of management in higher vocational college and enhancing efficiency of whole management in Hunan province. |
