Research On The Sustainable Development Of Chinese-Foreign Cooperative Higher Vocational Colleges

Chinese-foreign cooperative education in higher vocational colleges is facing the practical problem of sustainable development.Achieving sustainable development requires comprehensive strategic management.From the perspective of strategic management,this study uses the paradigm of "global integration-local response"strategic management theory to investigate the development status and problems of Chinese-foreign cooperation in running schools in higher vocational colleges,and establishes a research framework for sustainable development based on strategic management theory.On this basis,interviews were conducted with 42 middle and senior managers,front-line teachers and students,and in-depth field research was conducted on two related cases.Through the analysis of the survey results,this study obtains the core strategic elements and strategic choice types in the process of sustainable development of higher vocational colleges,summarizes the problems and reasons in the process of sustainable development of Chinese-foreign cooperation in higher vocational colleges,and puts forward corresponding countermeasures and suggestions.First of all,after more than 30 years of development,Chinese-foreign cooperation in running schools in higher vocational colleges has achieved a certain scale,and the overall development has also tended to be balanced and rationalized,and has made gratifying achievements.However,from the perspective of strategic management theory,there are still some problems in the development of Chinese-foreign cooperation in higher vocational colleges,such as immature development conditions and biased development choices.As an important way of sustainable development,strategic management should be attached importance to Chinese-foreign cooperation in higher vocational colleges to examine its own strategic elements and strategic environment,so as to achieve sustainable and high-quality development.Second,the core strategic elements of the sustainable development of Chineseforeign cooperative education in higher vocational colleges can be divided into strategic environment and strategic resources.In terms of the core strategic environment,the study found that Sino-foreign cooperative education in higher vocational colleges must meet the legal requirements of the internal and external environment,including the regulatory environment,normative environment,and cognitive environment.In terms of core strategic resources,higher vocational colleges The core strategic resources for the sustainable development of Chinese-foreign cooperation in running schools mainly include teaching and curriculum resources,teacher resources and international management resources.Third,the types of strategic choices for Sino-foreign cooperative education in higher vocational colleges can be divided into three types:"autonomous","active" and"accepting".Among them,the "autonomous type" uses the logic of isomorphism,with high external legitimacy and moderate internal legitimacy,and has carried out a large degree of localization of strategic resources;the "active type" adopts a coordinated logic.The external legitimacy is moderate,the internal legitimacy is high,and the strategy of combining "integration" and "localization" is adopted in the use of strategic resources;the"acceptance type" follows the logic of inertia,and its internal and external legitimacy is low,Adhere to the standard of "integration" in the use of strategic resources.Finally,due to the influence of various complex factors(environment,system,stakeholders,etc.),the choice of strategic types of Chinese-foreign cooperation in higher vocational colleges is complex.The key to the choice lies in the understanding of the core strategic resources,that is,the international standards of courses,teaching,teachers and international management resources.The research shows that the Chineseforeign cooperation in running schools in higher vocational colleges should choose appropriate strategic types according to their own conditions and the external environment in the process of sustainable development.At the same time,higher vocational colleges should attach importance to strategic management,improve the allocation of strategic resources,rationally understand strategic resources,and select appropriate types of strategic management.Specifically,in choosing the type of strategic management,we should effectively carry out "active" negotiation to meet the needs of Chinese and foreign universities;Adopt the "acceptance" strategy appropriately to ensure the reputation and influence of the school;Reasonably realize"independent" innovation and create high-quality educational resources with international standards.
