The goal of vocational education is to cultivate skilled and applied talents who play role in production, service, technology and management for economic and social development. Vocational education requires students to possess excellent practical ability and occupational comprehensive quality. The training base is the key platform that improving the quality of practice teaching. In order to develop vocational education, realize the objective of talent cultivate, improve the level of training talents, we must strengthen the training base construction. At present, the training base construction is relatively weak, theoretical system is not perfect, training base construction is not well adapted to the objectives of personnel training. Therefore, strengthening training base construction has important theoretical and practical significance.The paper takes secondary vocational education training base construction of XinYu city as entry point. The survey found that secondary vocational education training base construction of XinYu city accumulated enough experience, and enhanced competitiveness of secondary vocational education. However, the training base construction exposed following problems:government-led is not sufficient, school-enterprise cooperation is not close, base construction is not standard, the management of school is lax. These problems are attributed to concept, base input, manage coordination.Studies show that training bases of secondary vocational school are divided into practical training base, off-campus training bases and public training base, which have the function of moral education, intellectual education and socialization function. In order to improve quality of secondary vocational education, meet the needs of local economic construction, training bases of secondary vocational school must strengthen government’s co-ordination function. That is to say, government formulates relevant policies, and optimizes resource allocation, devotes greater efforts in the training base. Relying on enterprise platform cooperation, namely establishing win-win awareness, strengthen enterprise responsibility, show enterprise function; At the same time, occupation school should play active role, namely, carry out community-oriented training activities, build practical teaching evaluation system, develop training material, improve classroom education and extracurricular education, construct high-quality "dual-teaching-type" teachers; rationalize the relationship between the school and the government, establish cooperation mechanism of schools and enterprises, promote the healthy development of secondary vocational education.
