With the development of science and technology, knowledge becomes more differentiated. In the process of the differentiation of knowledge, a teacher’s qualification, teaching experience, the level of knowledge and the command of professional skill should be open to the college or university where specialized knowledge is imparted, so that the college or university can effectively carry out the management of the teaching staff. Title appraisal emerges at the right moment. In essence, on the basis of the specialization of knowledge, title appraisal is an assessment of the level of knowledge and the command of professional skill of an employee in different field. As far as the field of teaching, by labeling differentiated qualifications to different teachers, the title appraisal can facilitate the post distribution and the standardization of the personnel management in higher education institutions. What’s more, this practice can motivate the teaching staff to be more enthusiasm in their teaching and research.Professional title evaluation is often achieved by the assessment of a teacher’s teaching and his or her achievements in scientific research.In current Chinese colleges and universities, an appraisal system focused on some figure indicators has become a very important approach to academic governance. Owing to the direct interest links between the appraised and the appraisal, many dissertations are issued with few of them a high standard. What’s worse, the rampant issue of "false academic" and "bubble Academic" adversely affects the academic credibility and its influence and weakens the academic belief among the college students.The problem of the current dissertations, with a large number but low quality, lies in the lack of a reasonable way to appraise the academic standards and academic contribution of a scholar. In terms of the current employed title appraisal system, a major defect of it attributes to the pure pursue of convenience.The complexity of academic activity determines that the appraisal of advanced knowledge can only be made by people equipped with relevant expertise. Therefore, the mutual appraisals made by the internal counterparts in the academic community can not be substituted. In particular to the high-end and elaborate appraisal to the quality of a research, the professional knowledge and rational judgment of our counterparts are more persuasive. All though, there exist the imperfection of the appraisal system and the low awareness of self-discipline of the "counterparts", which would lead to some "drawbacks" in peer assessment, peer assessment can still be regarded as a leading way of academic appraisal. Yet peer assessment, obviously, needs to be optimized in terms of its system, including the simplicity of the appraisal materials and the rationalization of the appraisal procedure.This dissertation presents a blueprint of establishing a title appraisal representative system for teachers in colleges and universities, which is mainly focused on some drawbacks in the current title appraisal and based on the practices in some colleges and universities in China.This dissertation is elaborated in the following six parts.The first part is an introduction. In the second part, some basic problems, related to the title appraisal for teachers in colleges and universities in China, are discussed. This part also clarifies the relation between the title appraisal and teaching and scientific research of a teacher and the relation between the quantity and quality of achievements in scientific research. In the third part, the evolution of research evaluation methods is explained and a conclusion is drawn in this part that a comprehensive appraisal on the basis of expert assessment has become the general trend of the academic assessment. The fourth and fifth parts are highlight of this dissertation, among which the third part introduces the meaning and applicability of title appraisal representative system and the fourth part emphases on the general procedure of the representative appraisal and some relevant institutional arrangement. Finally, it is discussed the guaranteed conditions for the implementation of the title appraisal representative system for teachers in colleges and universities.The purpose of appraisal is to guide. It means that by the implementation of the title appraisal representative system with some flexible methods of assessment, the quality of academic and scientific research is guaranteed. As a consequence, an academic atmosphere, in which scholars are dedicated to their research without swerving of their mind, is hoped to be created.
