During the beginning of this century, the eighth basic curriculum reform is advancing rapidly in china. It is a great experiment from closed courses to open courses. This curriculum reform emphasized the core concept of target oriented for the student development and structured the new system of curriculum, modules and topics. The new system of curriculum is not only a good opportunity but also a severe challenge to teachers.The starting point and final goal of modules and topics is improving the ability of students. Focusing on individual development of students, the new system of curriculum sets up the content from different perspectives, different levels, different types and different forms. The teacher can practice his profession as best as he could to assist the students with analyzing special topic on history and induce the students to deepen the recognition to the regularity and the distinction of history. Because the twenty-five topics has been chose into the historical curriculum standards for the high school, which cover a wide field, the teachers still face challenge from the skills and knowledge. In order to avoid bemusing about the new system of curriculum, teachers must analyze each topic furtherly and know the characteristics of each topic and relations among them. On this basis, they will make recommendations to optimize teaching.This paper in search of best teaching design for the new system of curriculum through analyzing its characteristics based on topic of’the Establishment and Development of the Bourgeois Representative Government System in Europe and America’. The paper includes preface, main body and references. The main body can be divided into four parts. The first part summarizes the main content of the bourgeois representative government system in Europe and America and interpret the relevant provisions in the historical curriculum standards for the high school. The second part makes a comparison about the content of the topic among different versions of historical textbook. Through the comparison can help to develop our insights about the topic of’the Establishment and Development of the Bourgeois Representative Government System in Europe and America’. It also can make the teaching strategy more perfect. The third part designes the instruction with the theory of Dimensions of Learning created by Robert J.Marzano from the point of view of students. The teaching design conclude basic design methods and design practices. The fourth part is epilogue. This part summarizes characteristics of the design and provides some instructional strategies about the new system of curriculum.
