“Ordinary college students management stipulation” promulgated by theMinistry of Education on September1st2005, has explicitly put forward the students’ participation in management in colleges and universities. It also defined the rightsand obligations of students’ participation in university management from a publicpolicy level which guaranteed for these students. This paper takes J University ascase investigation object, and takes the Ministry of Education Policy Implementationof students’ participation in the management of colleges and universities as researchsubject. This paper has conducted the investigation and research through designingquestionnaire to the students in J University in order to researching the degree, theways, the content as well as the opinions and difficulties of students’participation inmanagement. At the same time, the author inquires the school managers and studentsabout the policy executing situation and their view to this policy by means ofindividual interviews. On the foundation of massive material, this paper shows howthis policy carried out, the degree of student’s participation in the management ofcolleges and universities and whether they are satisfied with the implementation ofthis policy or not. In this way, the author tries to describe the implementation of thispolicy, and analyzes the problem that based on survey data.This paper is divided into the introductions, main texts and conclusionstructurally.In the introduction, the author elaborates the research background andsignificance of this paper firstly, points out that the university student participating inthe management of colleges and universities can have noticeable function for thedevelopment of the colleges and universities as well as for the improvement of thestudents. Then the author summarizes the research findings in the recent years andalso provides a brief comment which points out insufficiency and disappointment ofthem. Then it comes the research methods and frameworks.Chapter one is the introduction of the content of the Ministry of Education Policy of students’ participation in the management of colleges and universities.Firstly this paper analyzes the basic concept in it. By summarizing the representativeviewpoint, this paper points out what “public policy” is and what “students’participation in the management of colleges and universities” refers to. The secondpart of this chapter outlines the background of policy implementation which ispolitical background, social background as well as legal background.The second chapter includes the investigation on the study of implementation ofthe policy, which is based on the case analysis of J University. There are three partsin this chapter. The first part is the brief introduction of J University. This partdescribes J University’s implementation of the policy currently. It is “student’smanagement stipulation of J University” and the way of implementation that areintroduced in this part. Part Two is the process of the data collection and analysis.And this part tells the ways, the degree as well as the difficulties of the students’participation in the management of J University through the questionnaire. Then theauthor analysis and explains the data. The third part collects the material to outlineother universities’ implementation of the policy from the perspective of horizontalcomparison.Chapter Three is the analysis of the problems in policy implementation, whichis the key point of this paper. This chapter based on the preamble survey data,explains the issue in this policy implementation from four angles: one is that thegovernment has not formulates the special law yet so that the policy is lack of soundlegal framework. Two is that the administration authority between the governmentand university is unclear. The Government management capabilities need to beimproved. Thirdly, students’ representative selection system is not perfect so as tothe students’ participate in the management of universities is more formal than real.Four is that the policy implementation exist barrier. And this situation leads to thelow level of student participation.The fourth chapter is the improvement of the Ministry of Education policyimplementation of students’ participation in the management of colleges anduniversities. The government needs to establish special legal norms in order toimproving the legal system for students’ participating in the management ofuniversities. Then the administration authority between the government anduniversity should be clarified. And also the government and universities shouldimprove the students’ representation system. The colleges and universities should enhance the students’ participate in management and open up more ways for thestudent to participate in. This chapter is mainly to solve the existing problem in thetargeted and innovative way.The third part of this paper is the conclusion. The author stresses the necessityand importance of the Ministry of Education policy implementation of students’participation in the management of colleges and universities,and also summarizesand reviews the main points of this paper.
