Research On Policy Implementation Issues In Chinese College Students’ Administration Affairs

Our country’s university students’ affairs administration policy in universities is the basis of our colleges and universities for student management, At the same time, the university students’ management system is the smooth implementation of the pathway of College Student Affairs Administration policy. The late start due to China’s colleges and universities student affairs, there are still many imperfections in college students working system, so there are many problems in the implementation of the policy aspects of of Student Affairs. So, I starting from the phase characteristics of college students in China Management Policy, to examine the implementation status of the current policy in practice, to analyze the problem, determine the cause and propose a solution.First of all, the author of College Student Affairs Administration Policy make a stage division, including the main political and ideological education in the bud stage (1949-1965); College Student Affairs Administration Policy development stagnation phase (1966-1976); Student Affairs Policy big development phase (1976-2005); Innovation stage of the Student Affairs policy (2005-present). And pointed out that the four stages are not consistent, and to extract the phase characteristics of the Student Affairs Policy.Secondly, by analyzing the characteristics of the various stages of College Student Affairs Administration policy, and combining the current our country’s university students’ affairs administration execution situation, reveals the following three plight of College Student Affairs Administration policy implementation process. That is our country’s university students’ affairs management, the rule of law and the characteristic of the human predicament. Through problems, analyze its essential reasons:First, the implementation of institutional mechanisms; Second, implementation of the subject and object quality issues; Third, the unscientific problem of university-based policy.At last, the author put forward solution countermeasures based on the above analysis. Specific include:First, to improve the organizational structure of the college students ’management department; Second, to improve the quality of the main object of policy implementation; Third, the introduction of effective monitoring and evaluation mechanisms; Fourth, the scientific development of University-based student management requirements. So that the smooth implementation of our country’s university students’ affairs administration policy in practice, make our country’s university students’ affairs management work on health development way.
