Great changes of world structure are happening and science technology is developingrapidly in the21th century. Competition in the future lies in people of ability. In the finalanalysis, the competition of the talents is the competition of ability, among which thinkingability is the core of the ability. The solutions to problems, policies, critical thinking and creativethinking are called high order thinking. The formation of high order thinking ability is influencedby environment and education. The research, which was based on literature review, studied therelevance between high order thinking and the mode of learning plan guide. This research cameup with theoretical principles of learning plan design in the view of high order thinking,principles of compiling and the do’s and don’ts to compile.Basing on the research, the writer compiled a series of learning plans and applied tostudents in senior one. Through the research, it reveals that learning plan under the instruction ofhigh order thinking not only develop students’ learning interests but also promote students’initiative to learn. In addition, it can develop high order thinking ability, including the solutionsto problems, policies, critical thinking and creative thinking.As time and conditions are limited, the cases are all operative in the research. Studentsthemselves are very interested in these parts. Whether other units can promote learners’ highorder thinking ability is not mentioned in the research. Besides, this research lasted for a shorttime and experimented for one term in two classes in senior1. The research is not sorepresentative, which remains to be perfected.
