The core problem of the twenty-first Century education is to cultivatehigh-quality talents with innovative spirit and creative ability, and strong problemconsciousness and subjective inquiry activities is an important condition forcultivating innovative talents. For mathematics education, should focus on developingstudents, to cultivate the students’ thinking, because mathematics education is theessence of mathematical thinking training.And thinking problems, the problem is theheart of mathematics, a good question refers to the value of thinking problems, is toguide students to take the initiative to explore learning tool, is to carry out the trainingof thinking premise of effective, not only can guide the thinking of the students, butalso can let the students from the thinking method of level thinking skills.In the background of the new curriculum reform, the forms of the newmathematics curriculum teaching material embodies a kind of "problemsituation—modelling—the establishment of mode of interpretation, application anddevelopment" model. In actual teaching, also produced a " problems—exploringproblems—problems" classroom teaching mode, the purpose is from the point of view,grasps the deep thinking to the students. Forstudents, can answer their questions of interest in the classroom, can maximum limitwith the students and teachers are equal exchange, access to knowledge, in theclassroom to ask questions, this is the classroom where the fun. So how designproblems, how to design problems, should be constantly thinking of every teacher inteaching and exploring problems. In this paper the author will from the new curriculum standards and their ownteaching practice, combined with the principle of educational psychology, with highprobability and statistics teaching content as the carrier, the design of this topic, putforward the education teaching related theory, and demonstrate the design problem ofthe principles and forms of class. Author through example introduction of probabilityand statistics teaching appropriate and practical investigation to explain ideas, anddesign the concrete operation strategies for different classes of senior high schoolprobability and statistics teaching, to achieve the combination of theory and practice,and tries to make the teacher in the teaching of "design" is more helpful for studentsthinking development and efficient classroom generation.The main contents are:The first chapter: put forward the problem.
