The history of our compulsory education development can be traced back to the end of the Qing Dynasty, which is a long process of twists and turns. Currently, the popularity rate of compulsory education in our country almost reaches to98%.The start of national "two key projecf" program promoted the educational level of western and romote part of the country. With the opening of the eighteenth national congress of Communist Party of China, people now realized that our country are in the period of strategic opportunity and contradiction burst, they pay more attention on the "livelihood project".The demand of higher educational quality for people is more and more needed,which provides new task for the field of education.Nowadays, discusses on how to develop compulsory education after its popularity are very popular, though the ways are different, the common view is compulsory education in China should transform from quantity-oriented to quality-oriented, thus, how to promote the equalization of compulsoryeducational development is the hot topic for all levels of society.Because compulsory education is public goods, the government should take the responsibility of financial investment. The unequalization of compulsory education in our country currently is mostly because of the financial input system. The writer of this paper puts the system into three levels:quantity,instructure and institution, analyzing the relation of compulsory educational equalization and financial input system. This paper uses multiple linear regression model to analyze the relation,then trying to discuss how to reform the financial input system in order to propel the equalizaion development of compulsory education.The paper devides into six parts:the first part introduces the research background,concept definition,innovation and deficiency;the second part is the part of review of the literature, including attribute definition,the relation of financial input system and compulsory education equalizational development,financial mechanism to ensure compulsory educational fund and international comparison of financial input system;the third part mainly introduces the development hisory and current problems of compulsory education in our country; the fourth part selects four dependent variables and six independent variables in order to build the multiple linear regression model, making use of the empirical analysis to prove the theory part; the fifth part uses the horizontal comparison method, introducing the American and Japanese compulsory education in order to provide reference for ours; the sixth part provides the relevant policy advices.
