As the promulgation of 《The national medium-and long-term program for educationreform and development (2010-2020)》, our education development turn to a new page. Inthe tertiary education part of the program, put forward the targets of Improve the quality ofthe tertiaryeducation, Improve the qualityof personnel training, Enhance the level ofscientific research, and so on, which increase our confidence to the tertiaryeducationdevelopment. In the process of great-leap-forward development of the tertiary education,needs huge government financial resources to support. Liaoning province is one of theimportant provinces of tertiary education, in the process of toward formidable province oftertiary education and develops the tertiary education, which also needs huge localgovernment financial input. Therefore, it is necessary to research the situation of tertiaryeducation financial input of Liaoning province.In this context, the text uses some research methods which include document analysis,comparative study, qualitative analysis and quantitative analysis. Sort out and classify to thecollected data, from the total perspective and the structure perspective to research theproblems of tertiary education fund of Liaoning province respectively. In the totalperspective of tertiary education fund, select two indexes which include The fiscalexpenditure of education that accounted for the proportion of GDP and Colleges anduniversities budgetary expenditure on education that accounted for the proportion of fiscalexpenditure to analyze the level of effort to tertiaryeducation financial input of Liaoningprovince. In the structure perspective of tertiary education fund, select The source ofeducational funds’ Detail of Colleges and universities which analyze the source structure oftertiary education fund of Liaoning province, select Colleges and universities budgetaryexpenditure on education that accounted for the proportion of budgetary expenditure oneducation which analyze the distribution structure of education fund of Liaoningprovince,select Budgetaryeducational appropriations spendingper student in colleges anduniversities and Budgetaryeducational expenses and infrastructure spending which in colleges and universities which analyze the expenditure structure of tertiaryeducation fundof Liaoning province. At the same time, introduce the comparable provinces’ level and thenational average level to make the analysis more comparable and precise. Through the aboveanalysis, find out the problem of tertiary education financial input of Liaoning province.Then seek the origin of these problems. At last, provide countermeasures and suggestions tooptimize tertiary education financial input of Liaoning province.
