Comprehensive practical activities is a subject areas set by the state, local and schoolbased on the actual development. Therefore, the national focus on the macro guidance anddevelopment of comprehensive practice guidelines, local and school according to the basic typesof basic framework set by the outline of the planning school activities and specific activities.Comprehensive practical activities have not only inherited the excellent tradition of our country’sbasic education, but also reflected the inherent requirement of the current quality education. Inorder to enrich and improve the school education curriculum content of Hebei province, constructreasonable curriculum system, we have conducted various try and improve and experienced threestages that around the four major areas of comprehensive practical activities, based on acomprehensive practical activities activities and according to the base project function is divided.But these improvements are not comprehensive in course modules divided, content, composition,targeting and Evaluation,it is not completely covered by the educational philosophy of the schoolbase and also did not fully reflect the outside base education features. And it can not meet theneeds of the development of off-campus education. Therefore, it is necessary to study a new wayto construct the curriculum system, further integration of the various resources to enhance andmining.How to implement the spirit of the basic education curriculum reform, and promote theeffective implementation of quality education, to construct the curriculum system of educationbases in Hebei Province, is the starting point of this study, this paper adhere to the scientificoutlook on development, implement the party’s education policy, and epistemology is based onMarx’s practice, to absorb the learning theory of Constructivism following the general law,pedagogy and educational psychology, combined with the current situation both at home andabroad, and the comprehensive practical activities in primary and middle school studentscomprehensive practical activities outside the national demonstration base--Shijiazhuang citycomprehensive practical activities outside base development as an example, mainly adopts theaction research method, at the same time some stage work by using the method of investigation,literature method, experience summary method and experimental research method, practice thenew curriculum idea, curriculum development, teaching practice research, target, effect evaluation.Research on construction of base course system as the goal, elaborated the necessity of building, the construction of curriculum system of curriculum theory meaning and practice meaning,seriously study the nature of the course, the basic concept, construction ideas, goals, curriculummodule and the branch target, formed to determine base course implementation plan, improve thebase of curriculum objective system, development base course content system, exploring thecurriculum evaluation system, innovation of curriculum implementation and management of thenew model, design and implement the series of activities of guidance scheme, preliminary results.
