Implementation is the key step for all the pre-school education policies’ideal target turning into reality. For standardizing and rationalizing the pre-school education policy implementation, this research firstly explores the theory of pre-school education policy implementation such as its characteristics and basic norms by using literature method, interview method, and text analysis method. This study then analysis the preschool teacher vocational qualification policies’ implementation problems and their causes which is representative and typical in the pre-school policy system, and propose some solutions, based on the theory of pre-school education policy implementation which has been constructed before. We hope that this research can enrich pre-school theory of policy implementation, and provide recommendations for preschool teacher vocational qualification policy implementing agencies and personnel.This thesis has two main parts. The first main part is the content of the first part of the thesis, which is in order to constructing the basic theory of pre-school education policy implementation. On the basis of exploring the connotation and characteristics of pre-school education policy implementation, the first part mainly analysis and construct the basic norms for pre-school education policy implementation. The pre-school education policy implementation basic norms include legal norms, administrative norms, value norms and scientific norms. Based on expounding these four kinds of norms’ connotation, this research puts forward their specific content and basic requirements. The second main part is the content of the text’s back three parts, which has analysis our preschool teacher vocational qualification policy implementation’s problems and their causes and some solutions according to the basic norms constructed above. The study shows that preschool teacher vocational qualification policy implementation exists many problems such as having a large deviation, losing specification of administrative system, lacking of value and scientific. These problems are mainly caused by the unreasonable policy itself, the imperfect policy implementation mechanism and lacking the policy implementation environment’s protection. However, in order to solute these problems and to enhance the effectiveness of the policy implementation, we should enhance the rationality of the policy itself, consolidate all the steps of the policy implementation and improve policy implementation environment quality.
