The hope of revitalizing the nation in education,the hope of revitalizingeducation is teachers." To improve the treatment of teachers,improve teachersquality,strive to create high-quality professional teachers a noble ethics,businessskills,reasonable structure,full of vitality." Teacher professional development,notonly is the development trend of international teacher education,is an importantdirection of our government. Establishing and perfecting the teachers qualificationsystem,is a necessary measure to improve the professional level of teachers,is thekey link of improving the quality of teacher education,is an important means topromote the construction of high-quality teachers.In the teachers professional development become the core thought and maintrend of international teacher education background,review of teacher qualificationsystem in China still has many defects. Experience with international teacherqualification system development,based on the reality of Shanghai area,proposedstrategy for the reform of teacher qualification system conforms to the constructionof Shanghai international,modern,advanced education career characteristics is verynecessary.The paper discusses the problems in terms of development of teacherqualification system, general experience in developed country of teacherqualification system and research on shanghai teacher qualification systemdevelopment in order to provide reform strategies for teacher qualification system inChina, especially for modern teacher qualification system in Shanghai. This paper hasthree parts that is introduction, main body of the paper and conclusion. The mainbody consists of three chapters.The introduction explains the origin of the study, definition of the core concepts,related research, methods and ways. It focuses on the current research status ofteacher qualification system conducted by home and abroad. Chapter two describesthe evolution and current situation of teacher qualification system. Chapter threeconcludes the general experience in other country of teacher qualification system mainly through the comparison with reform of teacher qualification system in eachcountry, providing a reference for the reform of our teacher qualification system. Itmainly discusses the classification of United States, UK, Japan etc., standards andinstitutions, application and acquisition and teacher qualification exam system.Chapter four mainly focuses on the current reform status of Shanghai teacherqualification system, looking at the reform experiences in other countries, based onthe problems existing in our teacher qualification system, discovering the creativepath for development. Chapter five proposes the conclusions and suggestions.
